[RFQ: Request for Qualifications] Relaunch an Advertising Campaign to Educate About the Importance of Interconnections Between Green Infrastructure, Illicit Discharges, and Water Quality Across the San Juan Bay Estuary

ABOUT ESTUARIO

The Corporation for the Conservation of the San Juan Bay Estuary (CCSJBE) is a 501c3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. The Estuario became part of the National Estuary Program (NEP) in 1994 and is the only tropical and non-continental location within the NEP under Section 320 of the Clean Water Act. The Estuario’s mission is to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. The work is guided by the Estuario Plan, a comprehensive plan for the San Juan Bay Estuary.

PROJECT OVERVIEW AND SCOPE OF WORK

Estuario is seeking professional consultant(s) to develop and execute a relaunch of the educational campaign,  “Con el Estuario Convivimos”, which highlights the importance of interconnections between green infrastructure, illicit discharges, and water quality across the San Juan Bay Estuary. As part of this relaunch, the consultant(s) will be expected to produce two additional videos focused on waste management.

The campaign will increase awareness and promote solutions for water conservation, considering the interconnectivity of the water bodies in the San Juan Bay Estuary and its watershed, and provide innovative solutions to improve water quality.  The main water bodies of this estuarine system are: San Juan Bay, Condado Lagoon, San José Lagoon, Torrecillas Lagoon, Los Corozos Lagoon, Caño Martín Peña, Suárez Channel, Las Cucharillas Marshland, and río Piedras.

The objectives of the campaign “Con el estuario convivimos” are the following:

  • Present a call to action towards a common goal of conserving our water bodies for the different levels of audience by highlighting the importance of interconnections between green infrastructure, illicit discharges, and water quality across the San Juan Bay Estuary.
  • Increase awareness about the role of gray infrastructure- such as highways and roads- could play in water conservation and its influence over our water bodies, as an integrated and cohesive part of natural blue-green infrastructure in an urban setting.
  • Provide solutions to protect water infrastructure by increasing participation and collaboration with partners and stakeholders.

As part of the a relaunch and continuation of the campaign “Con el estuario convivimos”, we want to focus on waste management at regional level, specifically to:

  1. Emphasize the importance of proper disposal of oil and other materials across the San Juan Bay Estuary watershed.
  2. Highlight the impact of debris on the watershed, including rivers, lagoons, and coastal bodies of water that includes a call to action for clean-up initiatives.

The video’s objectives are to achieve the following:

  • Encourage recycling practices across the region.
  • Present a call to action towards a common goal of conserving our water bodies focused on integrated waste management to educate, and engage different audiences like: the public sector (federal, state, municipal, and legislative) and private sector (marinas, hotels, airports, residential areas) and local stakeholders.
  • Present the waste management issues and the impacts on water quality, ecosystems, and public health across the Estuario watershed.
  • Present the importance and proper disposal including reduce, reuse, recycle, and circular economy concepts and practices to protect and conserve water resources, grey infrastructure, public health, and natural areas.
  • Engage partners and stakeholders who are decision-makers in waste management issues.

We are seeking a creative team who shares our vision for a socio-ecologically sustainable and resilient San Juan metropolitan region.  Estuario employs a comprehensive and multi-sectoral strategy to carry out its projects in a culturally, economically, and socially active context.

AQUATIC DEBRIS AREA

The Aquatic Debris programmatic area aims to improve habitat quality and enhance the aesthetic, recreational, and economic values of the San Juan Bay Estuary (SJBE) by ensuring that the watershed is free of aquatic debris. The SJBE system faces a significant impact on its gray infrastructure, environment, and quality of life, partially due to inadequate solid and waste management and improper disposal of used cooking oil and other waste from runoff (which includes oils, paintings, detergents, etc.). Discharges of raw sewage due to aged infrastructure also compromise the condition of the SJBE.

Estuarios’s waste management platform aims to address these challenges across the watershed by raising awareness, implementing educational initiatives, and developing the necessary infrastructure in collaboration with various sectors. The development of educational campaigns and municipal recycling programs are essential to employ strategic actions. In addition, Estuario carries out clean-up activities around the watershed, including the International Coastal Clean-up and other impacts on the Condado Lagoon Natural Estuarine Reserve, which are part of the educational campaigns.

Estuario will continue to facilitate the planning and design of initiatives in a collaborative and structured manner through the Inter-Municipal Network. This network facilitates communication between municipalities to pinpoint financing at both the federal and local levels, thereby meeting the identified needs. These actions are part of the Comprehensive Waste Management Plan, a watershed-level plan that will guide the execution of actions to maximize the use of each jurisdiction.

Another resource is the Strategic Model for the Reduction, Reuse, and Recycling. This tool presents a series of sections that promote an approach for an integrated waste management system for different sectors, such as communities, the private sector/merchants, and public administration.

Finally, Estuario supports oil recycling programs in different areas around the watershed. Approximately 60% of the overflows of the sanitary water sewer are caused by the incorrect disposal of used oil and grease into the sink drainage. By recycling more than 600 gallons of used oil, we are conserving water quality, extending the life of an already aged gray infrastructure, and increasing citizen responsibility, awareness, and participation. The efforts and success of the community initiative at Estuario Resilience Hubs, Taller Comunidad La Goyco in the Santurce area, Puente Blanco in the municipality of Cataño, and neighborhoods such as Rio Piedras and Caimito, reflect the capacity and commitment of the communities in relation to these initiatives.

DELIVERABLES

  1. Production of at least two videos that are integrated into the campaign relaunch. The focus of the videos should be on proper disposal of waste and on the impacts of debris on the watershed including rivers, lagoons, and coastal bodies of water that includes a call to action for clean-up initiatives.
  2. Graphic materials that support the campaign and can be used for educational materials.
  3. Identification of media outlets that will become part of the campaign
  4. Secure the media outlets that will publish the campaign (preferably including public services such as digital, TV, print, and radio advertisements).
  5. A clear timeline of the campaign execution.
  6. Final report summarizing metrics and results of the campaign presented to Estuario which should include documentation of the campaign, including but not limited to publicity clippings, advertisements, relevant dates, and all publications that were released as part of the campaign

APPLICATION PROCESS

RFQ published on Estuario.org on July 21, 2025.

Interested entities must submit a Statement of Qualifications that includes the following:

  1. Bios or résumés for the staff who would be assigned to the project
  2. Background information on the consulting firm, if applicable
  3. Portfolio with one to three relevant work sample
  4. Price quote to carry out the Scope of Work and Deliverables

Applicants must comply with all deadlines. No exceptions will be granted. Failure to comply with the requirements of this RFQ may result in disqualification.

TIMELINE

  • Issue Request for Qualification- July 21, 2025
  • Submission for Request for Qualification deadline: August 20, 2025 (applicant portfolio) via email to [email protected] and [email protected] after the candidate. Please include “Estuario 2025 Advertising Campaign RFQ” with the applicant’s name in the subject line.
  • Videos completed and executed: October 5, 2025
  • Complete execution of the campaign: December 20, 2025

 

SELECTION PROCESS

Qualified applicants will be short-listed, and the Estuario team will make the final selection. In order of importance, the main criteria that will be used to evaluate the presentations will be:

  • Portfolio (experience successfully executing on previous campaigns)
  • Completeness, comprehensiveness, conciseness, clarity, thoroughness, and professional quality of the presentations
  • Creativity and artistic sensitivity
  • Knowledge of the Estuary campaign objectives
  • Budget breakdown and total
  • Timeline scheduling and the ability to complete the project by the deadline
  • Adequacy of key staff, as demonstrated by experience, education, and project role.
  • Executive account accessibility

Ultimately, we are looking for professional(s) that at minimum meet the following expectations:

  • Knowledge, passion, and interest in environmental issues and the need to integrate stakeholders in the process.
  • Enthusiastic about developing public service campaigns.
  • Ability to work remotely.
  • Prepare a timeline based on its proposal submission and incorporate any changes that might be necessary after the kickoff meeting.
  • Attend any and all necessary meetings with Estuario to approve the final deliverables.
  • Submit regular written reports to Estuario as requested.
  • Provide own assistants, as needed.
  • Cover own business and travel expenses and tools, including transportation, computer, computer software and licenses, materials, etc.
  • Be able to work from outside the Estuario’s premises and be on-site as needed.
  • Be able to furnish evidence of liability and workers’ compensation insurance and certification of Good Standing in case the applicant is a corporation.

The agency or team will be selected based on responses to this RFQ.

 

OTHER RFQ CONDITIONS

Reservations

This RFQ does not commit the CCSJBE to award a contract, to defray any cost incurred in the preparation of a Proposal pursuant to this RFQ, or to procure or contact for work, and request additional information and/or clarifications.

Public Records

If selected, proposals submitted in response to this RFQ become the property of the CCSJBE and public records, and as such may be subject to public review.

Right to Cancel

The CCSJBE, at its sole discretion, reserves the rights to cancel this RFP for any or no reason, in part or in its entirety, including but not limited to the selection schedule, submittal date, and submittal requirements. If the CCSJBE cancels or revises the RFP, all potential Contractors will be notified in writing by the CCSJBE.

Public Information

Selection announcements, contract awards, and all data provided by the CCSJBE shall be protected from public disclosure. Consultants desiring to release information to the public must receive prior written approval from the Corporation. The CCSJBE, at its sole discretion, shall determine the release and disclosure of information related to this RFQ and any final work products as a result of this.

Compensation:

Contract compensation will be $45,000.
