Collaborative Water Quality Monitoring Network Coordinator (IIJA)
The San Juan Bay Estuary Partnership (Estuario) seeks qualified applicants to provide services as the coordinator of the Collaborative Water Quality Monitoring Network. The primary function of the Collaborative Water Quality Monitoring Network Coordinator is to ensure ongoing effective communication and cooperation with the regional collaborative monitoring efforts. This role supports Estuario’s mission as a regional convener, catalyst, and facilitator, working to restore and maintain clean water resources that sustain healthy communities, resilient ecosystems, and a vibrant environment across the San Juan Bay Estuary and its urbanized watershed.
About Estuario
The Corporation for the Conservation of the San Juan Bay Estuary is a 501(c)3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. Established in 1994, we are the only tropical and non-continental location within the National Estuary Program (NEP) under Section 320 of the Clean Water Act. The Estuario operates as a partnership to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. The partnership is a trusted regional science-based organization, supported by engaged stakeholders. Estuario’s work is guided by a master restoration plan known as the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.
Description
Since 2008, Estuario has implemented a water quality monitoring program guided by an EPA-approved Quality Assurance Project Plan. Certified citizen scientists support this long-term initiative. Through this monitoring effort, Estuario evaluates the effectiveness of its CCMP actions and evaluates both natural and human-induced impacts on the estuarine system. Collected data are made publicly available through Estuario’s webpage (https://estuario.org/calidad-de-agua/). Furthermore, the data is used to provide scientific-based information to the public, government agencies, and academic institutions. Through a regional Collaborative Water Quality Monitoring Network, Estuario will collaborate with various partners to carry out the water quality monitoring program. This regional network will help us leverage additional funding to collect water quality data more frequently and efficiently, ensure quality assurance, and enable a quick turnaround on interpretation and reporting for corrective measures. In addition, collaborative monitoring efforts will provide more visibility across different sectors and make data more accessible. This will allow stakeholders to identify trends and facilitate science-based decisions.
The data collected through the Collaborative Water Quality Monitoring Network will be integrated into a comprehensive long-term monitoring program, track water quality stats and future trends, track progress towards living resources goals, and evaluate the Partnership’s progress in providing the water quality conditions needed to achieve its living-resources-based environmental goals.
The Collaborative Water Quality Monitoring Network Coordinator will work closely with the Scientific Director to facilitate, coordinate engagement, and maintain relationships with the members of the Collaborative Water Quality Monitoring Network. They will also support in the process of integrating the data gathered by the Collaborative Water Quality Monitoring Network in the comprehensive long-term monitoring program.
Responsibilities:
The primary function of the Collaborative Water Quality Monitoring Network Coordinator is to ensure ongoing effective communication and cooperation with the Regional Collaborative Monitoring Efforts.
- Lead the proper and timely preparation, documentation, and follow-up on all stakeholder engagement efforts, including meetings, activities, and other events in relation to the Collaborative Water Quality Monitoring efforts in the San Juan Bay Estuary system.
- Develop and manage an updated stakeholder database for the Collaborative Water Quality Monitoring Network with contact information, relevant information regarding collaboration with Estuario, documentation of touchpoints and engagement, action items, and any other relevant details.
- Be responsible for the MOUs with each member of the Collaborative Water Quality Monitoring Network and ensure that they are up to date.
- Ensure feedback and requests from stakeholders are responded to within agreed-upon time periods.
- Track stakeholder concerns/issues and proactively take action as necessary.
- Follow up on any pending or action items with stakeholders and/or the Estuario team, and keep track of implementation progress.
- Maintain organized records of materials, documentation, and follow-up related to stakeholder activities, events, and meetings.
- Organize and coordinate logistics for community relations events, workshops, roundtables, forums, including developing agendas, project plans, minute taking, and production of reports.
- Prepare for activities, events, and meetings, including preparation of agendas, meeting packets, presentations, other materials, and setting the areas for the meeting, or any other tasks.
- Documentation, note-taking, preparation, and sharing minutes of activities, events, and meetings.
- Coordination of tasks necessary for activities, events, and meetings, including scheduling and reserving locations. The Service Provider is responsible for completing all the necessary tasks to ensure the events run smoothly and efficiently.
As a Service Provider with Estuario, the Collaborative Water Quality Monitoring Network Coordinator will need to:
- Attend any and all necessary meetings with Estuario staff to prepare and complete all contract deliverables.
- Cover own business and travel expenses and tools, including transportation, computer, computer software and licenses, materials, etc.
- Be able to work from outside Estuario’s premises and be on-site as needed.
Required Qualifications (Education and Experience):
A Master’s Degree is preferred. All fields will be considered. However, fields such as Communications, Environmental Sciences, and Planning can likely provide the candidate with the skills required for this position.
Over 8 years of working experience is preferred.
Knowledge, Skills and Abilities:
The ideal candidate is a bridge-builder who excels at forming connections and managing relationships with a diverse range of stakeholders, including, but not limited to, high-level executives, public servants, and community leaders. The candidate should have an understanding of environmental monitoring, and preferably has working experience in the environmental sciences sector.
Additionally, all candidates will be and/or have:
- Fully bilingual in English and Spanish.
- Excellent written communication skills.
- Excellent documentation skills, particularly in taking notes, minutes, and action items.
- Strong ability to track, document, and report progress in a structured manner and follow up on pending tasks and actions.
- Excellent verbal communication and interpersonal skills in English and Spanish, including public speaking to diverse audiences, including but not limited to the government (federal, state, and local) sector, businesses, and communities.
- Strong ability to synthesize information quickly and accurately.
- Enjoys working independently and collaborates well as part of a team.
- Extremely detail-oriented while having the ability to think conceptually, ie “big picture” thinking
- Proactive all around, from communication with diverse audiences to working with their team and
- Computer literacy in Microsoft Office, Adobe Acrobat, cloud-based data access, and shared software such as Google Drive.
- Excellent with skills social networks and other virtual platforms/software to support the activities of the engagement and participation process.

Compensation:
$25/hr, or commensurate with experience.
