REQUEST FOR PROPOSAL (RFP) REMOTE BUOY MONITORING SYSTEM

Introduction

The San Juan Bay Estuary Partnership, or Estuario, requests proposals from qualified firms to provide the goods/services for remote water quality monitoring buoys that will monitor specific parameters continuously in estuarine bodies of water. This will be a continuous monitoring system using buoys, collecting data every on a continuous basis established in a fixed station.

 

ABOUT ESTUARIO

The Corporation for the Conservation of the San Juan Bay Estuary is a 501©3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. The Estuario became part of the National Estuary Program (NEP) in 1994 and is the only tropical and non-continental location within the NEP under Section 320 of the Clean Water Act. The Estuario’s mission is to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. Estuario’s work is guided by a master restoration plan known as the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.

 

Project Description

The remote monitoring system will be a continuous monitoring system (24/7) (buoys with sensors), collecting data at intervals at five (5) fixed and representative stations of the bodies of estuarine water. The continuous monitoring system should be able to report on conductivity, temperature, pH, optical DO, and turbidity.

 

Project Location

The project location is in the watershed of the San Juan Bay Estuary, which extends above a broad flat coastal plain and consists of 83 square miles (215 km2) of land and 14 square miles (36 km2) of water. The remote water quality monitoring system will be deployed at 5 stations:  Piñones Lagoon, Rio Puerto Nuevo/Rio Piedras System, Condado Lagoon, Torrecilla Lagoon, and San Jose Lagoon at Caño Martin Pena.

Requested Services

Qualified firms will:

  • Provide goods/services for remote water quality monitoring buoys to monitor conductivity, temperature, pH, optical DO, and turbidity at 5 stations.

Responsibilities:

Proposal Requirements

The Proposal is required to address the following items in a concise and yet complete manner to, and offer all the necessary information for the evaluation of your proposal:

  1. Proposal summary
  2. Contact information
  3. Description of goods/services for remote water quality monitoring buoys to monitor conductivity, temperature, pH, optical DO, and turbidity at 5 stations – must also include (if applicable), maintenance and streaming.
  4. Detailed breakdown of costs- must include (if applicable), sales taxes, shipping, delivery, maintenance fees, and any additional fees
  5. Delivery time from receipt of our purchase order to; this timeframe will be a condition of any purchase order made
  6. Product warranty and guarantee, if any
  7. Terms of payment

All proposals including price quotations must be firm and include date of expiration.

Other General Requirements for Submitting

For each buoy:

  1. Must have the following sensors: conductivity, temperature, pH, optical DO, turbidity, and a central wiper cleaning system.
  2. Must include delivery to or pick-up in San Juan, Puerto Rico
  3. Must accept electronic checks as payment

How to apply:

Revision to the Request for Proposals

The Estuario reserves the right, at sole discretion, to:

  • Cancel this RFP at any time.
  • Revise and notify the RFP prior to the date the Proposals are due.
  • Extend the date by which the Proposals are due.

Submission Requirements

For the proposal to be considered for evaluation, potential firms must follow the specifications below:

  1. Submit the proposal via email to [email protected] or before 2/29/2024. Please include “Remote Buoy Monitoring System” with the supplier’s name in the subject line.

Evaluation Criteria

An evaluation committee composed of Estuario staff will evaluate each proposal received according to the criteria described below.

The firm will be selected based on responses to this RFP. Other Conditions

Time Extensions

Estuario, in its sole discretion, may change and/or extend the deadlines for the above-mentioned task, and such changes and deadlines will be communicated to all applicants that sent an interest notification.

 Reservations

This RFP does not commit Estuario to award a contract, to defray any costs incurred in the preparation of a porposal pursuant to this RFP or to procure or contract for work, and request additional information and/or clarifications.

 Public Records

All proposals submitted in response to this RFP become the property of Estuario and public records, and as such may be subject to public review.

Right to Cancel

Estuario, at its sole discretion, reserves the right to cancel this RFP for any or no reason, in part or in its entirety, including but not limited to: the selection schedule, submittal date, and submittal requirements. If Estuario cancels or revises the RFP, all potential consultants will be notified in writing by Estuario.

Public Information

Selection announcements, contract awards, and all data provided by Estuario shall be protected from public disclosure. Consultants desiring to release information to the public must receive prior written approval from Estuario. Estuario, at its sole discretion, shall determine the release and disclosure of information related to this RFP and any final work products as a result of this.
