Stakeholder and Engagement Coordinator (BIL)
The San Juan Bay Estuary Partnership (Estuario) seeks qualified applicants to work as Stakeholder and Engagement Coordinators. The Stakeholder and Engagement Coordinator team supports Estuario’s role as a regional convener, catalyst, and facilitator to restore and maintain clean waters that support thriving ecosystems, healthy communities, and a vibrant ecosystem in the San Juan Bay Estuary and its urbanized watershed.
The Corporation for the Conservation of the San Juan Bay Estuary is a 501(c)3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. Established in 1994, we are the only tropical and non-continental location within the National Estuary Program (NEP) under Section 320 of the Clean Water Act. The Estuario operates as a partnership to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. The partnership is a trusted regional science-based organization, supported by engaged stakeholders. Estuario’s work is guided by a master restoration plan known as the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.
In November 2021, Congress passed the Bipartisan Infrastructure Law (BIL) to invest in the nation’s infrastructure and resilience, with major focus on environmental justice and climate change. Estuario will use BIL funding to restore the Juan Méndez Creek, in the municipality of San Juan through high-impact blue/green infrastructure interventions, achieving medium term restoration of communities affected by this body of water, many of which are environmental justice communities.
As part of this project, the Estuario implements a water quality monitoring program since 2008 which follows an EPA-approved Quality Assurance Project Plan. This long-term water quality monitoring is supported by certified citizen scientists lead by Estuario water monitoring field coordinator. The monitoring efforts consist of collecting and analyzing water samples (for fecal enterococcus, nitrate + nitrite, oil and grease, and total phosphorus, pH, dissolved oxygen, temperature, specific conductance, turbidity, and water column transparency) in 26 stations within the estuary system and tributaries. Through this monitoring effort, Estuario evaluates the effectiveness of implemented CCMP actions and evaluates natural and human-induced impacts to the system. Water quality data are provided to the public through the SJBE webpage (https://estuario.org/calidad-de-agua/). Furthermore, the data is used to provide scientifically based information to the public, government, and academia. Through a regional water quality monitoring network, the Estuario will colalborate with various partners to carry out the water quality monitoring program. This regional network will help us to leverage additional funding to collect water quality more frequently and efficiently, ensure quality assurance, and enable quick turnaround on interpretation and interpretation and reporting for corrective measurements. In addition, colalborative monitoring efforts will provide more visibility across different sectors and make data more accessible so that different sectors can establish trends and make science- based decisions.
The Stakeholder and Engagement Coordinator will work closely with the Scientific Director to focus on facilitating and coordinating engagement with the Collaborative Water Quality Monitoring Network.
Responsibilities:
The primary function of the Stakeholder and Engagement Coordinator (BIL) is to ensure ongoing effective communication and cooperation with and between the Regional Collaborative Monitoring Efforts.
The Coordinator will lead the proper and timely preparation, documentation, and follow-up of all stakeholder engagement efforts, including meetings, activities, and other events in relation to the Collaborative Water Quality Monitoring Efforts in the San Juan Bay Estuary system.
- Developing and managing an updated stakeholder database with contact information, relevant information regarding collaboration with Estuario, documentation of touchpoints and engagement, action items, and any other relevant details.
- Ensuring feedback from stakeholders and any requests are responded to within agreed upon time periods.
- Tracking stakeholder concerns/issues and proactively taking action as necessary.
- Following up on any pending or action items with stakeholders and/or Estuario team and keeping track of follow up and progress of implementation.
- Maintaining organized records of materials, documentation, and follow up related to stakeholder activities, events, and meetings.
- Organizing and coordinating logistics for community relations events, workshops, roundtables, forums, including developing agendas, project plans, minute taking, and production of reports.
- Preparation for activities, events, and meetings; including preparation of agendas, meeting packets, presentations, and other materials.
- Documentation, note-taking, preparing and sharing minutes of activities, events, and meetings.
- Coordination tasks necessary for activities, events, and meetings; including scheduling, reserving locations, and any other tasks to ensure the events are run smoothly and efficiently.
- Setting up tables and chairs, distributing meeting materials, mounting projection equipment, and any other tasks necessary to ensure the space is ready for the activity or event to start on time.
As a Service Provider with Estuario, the Stakeholder and Engagement Coordinator will need to:
- Attend any and all necessary meetings with Estuario staff to prepare and complete all contract deliverables.
- Cover own business and travel expenses and tools, including transportation, computer, computer software and licenses, materials, etc.
- Be able to work from outside Estuario’s premises and be on-site as needed.
Required Qualifications (Education and Experience):
- Bachelor’s Degree is required. All fields will be considered. However, fields such as Communications, Environmental Sciences, Ecology, Urban Planning or Journalism can likely provide the candidate with the skills required for this position.
- At least 3 years working experience is preferred. However, all levels will be considered.
Knowledge, Skills and Abilities:
The ideal candidate is a bridge-builder who excels at making connections and managing relationships with a diverse range of stakeholders, including but not limited to high-level executives, public servants, and communities.
Additionally, all candidates will be and/or have:
- Fully bilingual in English and Spanish.
- Excellent written communication skills in English and Spanish.
- Excellent documentation skills, particularly in taking notes and minutes and action items.
- Strong ability to track, document, and report progress in a structured manner and follow up on pending tasks and actions.
- Excellent verbal communication and interpersonal skills in English and Spanish, including public speaking to diverse audiences including but not limited to the government (federal, state, and local) sector, businesses, and communities.
- Strong ability to synthesize information quickly and accurately.
- Enjoys and works well independently and as part of a team.
- Extremely detail-oriented while having the ability to think conceptually, ie “big picture” thinking
- Proactive all around, from communication with diverse audiences to working with their team and
- Computer literacy in Microsoft Office, Adobe Acrobat, cloud-based data access, and shared software such as Google Drive.
- Excellent with skills social networks and other virtual platforms/software to support the activities of the engagement and participation process.

Compensation:
$25/hr, or commensurate with experience.
