Green Infrastructure Specialist
The San Juan Bay Estuary Partnership, or Estuario is looking to hire a Green Infrastructure Specialist to lead projects related to green infrastructure, nature-based solutions, and urban resilience to improve stormwater management at a regional level. This professional will guide cross-sector stakeholder engagement and coordinate planning efforts to align priorities and interests.
The Corporation for the Conservation of the San Juan Bay Estuary is a 501(c)3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. Established in 1994, we are the only tropical and non-continental location within the National Estuary Program (NEP) under Section 320 of the Clean Water Act. The Estuario operates as a partnership committed to their collective responsibility to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. Estuario’s work is guided by a master restoration plan known as the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary. The Green Infrastructure Specialist is responsible for ensuring execution of actions related to Green Infrastructure within the CCMP, also known as the Estuario Plan.
The Green Infrastructure Specialist is expected to identify innovative strategies to promote the concept of green infrastructure and nature-based solutions in stormwater management that are implementable at the state and municipal levels. They will follow a participatory process model, leading discussions with relevant stakeholders to align interests related to adaptation and restoration projects.
Responsibilities:
- Develop science-based strategies and interventions related to green infrastructure, urban resilience, nature-based solutions, adaptation and restoration solutions, and coastal resilience efforts to improve stormwater management in the San Juan metropolitan area.
- Lead and document stakeholder facilitation to develop partnerships and collaborate with relevant stakeholders to align interests in green infrastructure at the state and municipal level.
- Identify and develop opportunities to advance green infrastructure efforts in collaboration with other Estuario team members.
- Evaluate regional needs and propose natural infrastructure projects to effectively address several issues, including but not limited to, deforestation, heat island effect, land uses, land cover, vacant/environmental liability sites, carbon sources/sinks, ecosystem connectivity, and water pollution hotspots.
- Support municipalities and state agencies in upgrading their natural infrastructure systems.
- Identifies access to financial and technical resources available to municipalities and state agencies to promote the concept of green infrastructure and implement the Green Infrastructure Master Plan. (i.e. FEMA Hazard Mitigation Grant Program, CDBG-MIT Program, etc.)
- Proactively represent Estuario’s interests and vision for green infrastructure for the achievement of high-quality urbanism on identified priority/opportunity sites, restoration, mitigation and reconstruction plans.
Required Qualifications (Education and Experience):
- Master’s degree in Planning, Urban Design, Urban/Environmental Planning, Architecture, Landscape Architecture, Engineering, Environmental Sciences, Forestry, Agronomy, Water Resources Engineering or related field or equivalent.
- Ten (10) years of professional experience in engineering, landscape architecture, urban design, or a related field which has included exposure to the practices and procedures of comprehensive green infrastructure projects for storm water management.
- Proven experience in the development and implementation of a green infrastructure strategies with experience in the integration of gray-blue-green hybrid alternatives.
- Stormwater management hydrologic-hydraulic studies.
Knowledge, Skills and Abilities:
- Well-versed in innovative stormwater management.
- GIS proficiency.
- Functional experience in designing storm water best management practices.
- Experience interpreting and evaluating land use plans and public policy.
- Experience in asset management and adaptability programs.
- Communication and capacity-building at different levels.
- Use of water management and green infrastructure modelling tools such as HEC-RAS, HEC-HMS and EPA’s SWMM.
- Experience designing and implementing projects in an urban setting with multi-disciplinary teams.
- Strong technical and graphic skills on standard design, planning, and presentation software platforms, for example ArcGIS, AutoCAD, Sketch Up, Rhino, the Adobe Suite, and Microsoft One Suite.
- Strong oral, written, and graphic communication skills.
- Ability to collect, compile, analyze, and evaluate a complex set of inputs and present the findings and conclusions clearly and effectively.
- Ability to work in a collaborative, team-based environment.
- Ability to prioritize time efficiently, work independently and manage competing priorities.
- Provide their own personal computer and transportation.
- Experience working in the San Juan Bay Estuary or with partners in the region is preferred.
Language Required:
Fully bilingual in English and Spanish.
