The San Juan Bay Estuary Partnership (SJBEP) is requesting proposals from experienced landscape architecture and environmental engineering firms with a proven and successful track record to conduct Phase 1 of the Condado Lagoon Coastal Mitigation Project (the Project). The Project aims to address the critical issue of coastal erosion along the southern shoreline of the Condado Lagoon, particularly from stormwater runoff and other inland sources, exacerbated by Hurricane María and other extreme weather events. This initiative aligns with the Government of Puerto Rico’s Comprehensive Conservation and Management Plan for the San Juan Bay Estuary and the Management Plan for the Condado Lagoon Estuarine Natural Reserve.
The Corporation for the Conservation of the San Juan Bay Estuary is a 501(c)3 non-profit organization that operates the San Juan Bay Estuary Partnership. Established in 1994, SJBEP is the only tropical and non-continental location within the National Estuary Program (NEP) under Section 320 of the Clean Water Act. The SJBEP’s mission is to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary as a sustainable axis of social and economic development. As a National Estuary Program, SJBEP’s focuses on implementing the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.
Local Law Number 112, enacted on September 30, 2013, established SJBEP as a co-manager of the Condado Lagoon. Over the years, SJBEP has developed and overseen a variety of coastal resilience mitigation and education projects aimed at promoting the restoration and preservation of this important urban natural infrastructure. SJBEP was awarded funding by the Federal Emergency Management Agency (FEMA) Region 2 to carry out Phase 1 activities for this Project. Approval for Phase 2 is contingent upon FEMA’s determination that the Project is eligible, technically feasible, cost-effective, and compliant with Environmental and Historic Preservation (EHP) requirements.
The Project aims to mitigate water-related hazards through blue, green, and grey infrastructure solutions, including stormwater swales, upgraded drains, bioretention cells, and safety features. The lagoon’s inadequate stormwater infrastructure causes flooding and erosion of the southern seawall, exacerbated by hydraulic action and wave impacts. Without intervention, erosion will compromise the seawall’s structural integrity and flood adjacent areas. The proposed Project will improve runoff capture, mitigate erosion, and protect life, property, and ecosystem services.
Request for Proposal (RFP):
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified and experienced architecture and engineering (A&E) firms to undertake Phase 1 of the Project. This initiative focuses on addressing critical issues related to coastal erosion, stormwater management, and sediment transport to ensure the sustainability and resilience of the Condado Lagoon and adjacent infrastructure.
The selected firm will be responsible for conducting technical studies, developing designs, securing permits, and delivering a comprehensive package of construction-ready plans and supporting documentation for Phase 2 implementation. The intent of this RFP is to identify a contractor that can ensure high-quality project outcomes while complying with all federal and local procurement and performance standards, including those required by FEMA and other applicable agencies.
