[Request for Proposals] Print, Audiovisual and Digital Media Content Creation Services – Artist in Residence Initiative
The San Juan Bay Estuary Partnership (Estuario) is seeking a Service Provider to develop print media, audiovisual media and digital media content creation to document the Estuario Artist in Residence project. These services will specifically include (but not limited to) video production services, development of a publication (including the copywriting, editing, graphic design, and printing), and any other relevant content creation. The duration of the project is approximately 12 months, beginning in August 2025. The Service Provider should be available to begin immediately.
ABOUT ESTUARIO
The Corporation for the Conservation of the San Juan Bay Estuary is a 501c3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. The Estuario became part of the National Estuary Program (NEP) in 1994 and is the only tropical and non-continental location within the NEP under Section 320 of the Clean Water Act. The Estuario’s mission is to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. The work is guided by the Estuario Plan, a master restoration plan for the San Juan Bay Estuary officially known as the Comprehensive Conservation and Management Plan (CCMP).
ESTUARIO’S ARTIST-IN-RESIDENCE INITIATIVE
Originally launched in 2018, Estuario’s Artist-in-Residence program was created to engage communities through artistic expression and civic participation, particularly in the aftermath of Hurricanes Irma and Maria.
The initiative serves as a powerful tool for reconnecting communities with their natural ecosystems and promoting hands-on environmental awareness. By fostering experiential learning, it contributes directly to conservation efforts and strengthens community involvement in building a more resilient watershed. Through art and community engagement, the initiative will help generate broader public support for essential projects that protect and improve the health of the SJBE.
The selected artist project involves showcasing the process and progress of art creation in the workshops, as well as its impact on the community and beyond. Their intention is to demonstrate the potential of educational, environmental, and economic initiatives in areas with abundant undeveloped talent, the training of youth and adults in artistic activities, and the rescue of endangered landscapes through sustainable development. The artist will hold 10 workshops over 12 months, involving artistic themes such as photography, eco printing, literary workshops, textiles, music, theater/movement, among others, as well as a final artistic exhibit to showcase the entire project.
SCOPE OF WORK
The Service Provider will be responsible for the documentation of the Estuario Artist in Residence project. They will collaborate with Estuario’s key personnel and the selected artist to lead the coordination efforts related to documentation of the entire Artist-in-Residence initiative, covering the duration of the project. The Service Provider will facilitate collaboration between artists, the community, and the Estuario, coordinating any events or activities in relation to the documentation of the project. The Service Provider will be expected to develop print and media products that will document the Estuario’s Artist in Residence initiative.
Activities will be held within the San Juan metropolitan area and may be held in other areas in Puerto Rico. The artist must be available to attend to all events, activities, and meetings, as needed. All content must be developed in Spanish and/or English.
Responsibilities:
- Video production: Production of a 3-5 minute video (that will document the entirety of the Artist-in-Residence project, including interaction with the community, activities and events, exhibitions, field trips, etc.
- Publication – Including the design, copywriting, editing, graphic art, and printing Editor: Editor/Copywriting of a publication (ie, coffee table book) that documents the Artists in Residence project.
- Content Development/Curation – Develop and implement plan for additional print, audiovisual or digital media content development and curation throughout the project.
- Lead coordination with the artist and Estuario personnel to document all elements of the project.

- Background and experience
- Team members and qualifications
- Project plan, including production and revision process for all products
- Price quote – Include budget detail of price according to the schedule of the project
SELECTION PROCESS
The following criteria will be considered during the evaluation process:
- Comprehensiveness, conciseness, clarity, thoroughness, and professional quality of presentation
- Rigor and appropriateness of selected methods, which are based on identified goods and services to be valued.
- Proposed costs
- Ability to complete project in the stated time period
- Experience and history of performance on similar projects, regarding such factors as quality of work, cost control, and ability to meet schedule.
- The organization and scheduling of the project requirements and contractor accessibility.
- Qualifications of team members, as demonstrated by experience, education, and potential project role.
OTHER CONDITIONS
Time Extensions
Estuario, in its sole discretion, may change and/or extend the deadlines for the above- mentioned task, and such changes and deadlines will be communicated to all applicants that sent an interest notification.
RESERVATIONS
This RFP does not commit Estuario to award a contract, to defray any costs incurred in the preparation of a Proposal pursuant to this RFP, or to procure or contract for work, and request additional information and/or clarifications.
PUBLIC RECORDS
All proposals submitted in response to this RFP become the property of Estuario and public records, and as such may be subject to public review.
RIGHT TO CANCEL
Estuario, at its sole discretion, reserves the right to cancel this RFP for any or no reason, in part or in its entirety, including but not limited to: the selection schedule, submittal date, and submittal requirements. If Estuario cancels or revises the RFP, all potential consultants will be notified in writing by Estuario.
PUBLIC INFORMATION
Selection announcements, contract awards, and all data provided by Estuario shall be protected from public disclosure. Consultants desiring to release information to the public must receive prior written approval from Estuario. Estuario, at its sole discretion, shall determine the release and disclosure of information related to this RFP and any final work products as a result of this.
The San Juan Bay Estuary Partnership (Estuario) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to restore and conserve the water quality in the San Juan Bay Estuary ecosystem as a sustainable hub of social and economic development. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to the EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
