Estuario Program Evaluation Coordinator

The San Juan Bay Estuary Partnership, Estuario, is seeking outstanding qualified professionals to serve as Estuario’s Program Evaluation Coordinator for Estuario’s upcoming National Estuary Program (NEP) Evaluation conducted by the US Environmental Protection Agency (EPA).

The ideal candidate is a highly organized and detail-oriented professional with strong project management, writing, facilitation, and communication skills who thrives in collaborative, multi-disciplinary environments. The selected contractor will work closely with Estuario staff, partners, and EPA representatives to coordinate, manage, and facilitate all aspects of the Program Evaluation process. This includes development of the Program Evaluation Package, coordination of meetings and stakeholder engagement activities, management of schedules and documentation, support during the EPA review process, and coordination of the EPA site visit to Puerto Rico.

Responsibilities:

  • Lead the implementation of the NEP Program Evaluation, according to the EPA guidelines and established deadlines.
  • Develop and maintain a detailed work plan to ensure Estuario’s success throughout the Program Evaluation process, validating Estuario’s compliance with EPA regulations regarding the National Estuary Program responsibilities and accountability through demonstrated results.
  • Coordinate internal and external team meetings related to the Program Evaluation process, including the initial and post-package-submission meetings with EPA’s Program Evaluation team, and with Estuario partners, stakeholders, and advisory committees.
  • Prepare meeting agendas, presentation materials, minutes, action-item summaries, and follow-up documentation for all Program Evaluation-related meetings.
  • Work with staff to identify, collect, organize, and maintain all information, and supporting documentation required for the Program Evaluation.
  • Coordinate the preparation, organization, formatting, and submission of the EPA Program Evaluation Package in accordance with all applicable EPA requirements and deadlines, including the final submission package due on April 1, 2027, unless otherwise modified by EPA.
  • Compile, organize, and attach strong evidence and documentation to support Estuario’s continued participation in the National Estuary Program for the next five years.
  • Assist staff in compiling quantitative and qualitative information related to Estuario’s Plan (CCMP) implementation, program management, stakeholder engagement, environmental results, and organizational performance.
  • Address the Program Evaluation team’s comments, recommendations, and any additional information requests in a timely manner in collaboration with the staff.
  • Review, organize, track and coordinate responses to EPA comments, recommendations, requests for clarification and requests for additional information.
  • Coordinate the planning and execution of the EPA site visit to Puerto Rico, including logistics, schedules, briefing materials, field visits, partner participation and documentation, ensuring it demonstrates successes and accomplishments and showcases partners and on the ground projects.
  • Coordinate meetings, workshops and stakeholder engagement activities associated with the Program Evaluation process, ensuring all participants have all materials necessary to prepare for the meeting ahead of time.
  • Perform other Program Evaluation-related tasks.

Required Qualifications (Education and Experience):

Bachelor’s degree. Master’s degree preferred. Degrees in Public Policy, Ecological and Environmental Sciences, Urban Planning, Environmental Planning, Landscape Architecture, Sustainability, or related fields.

Minimum of five years of professional experience. At least two of those years must be in coordinating complex projects and/or events in the above-mentioned or related fields.

The candidate must be an articulate and compelling writer who enjoys drafting, editing, and publishing articles, reports, or any other kind of professional writing

Provide their own personal computer and transportation.
