Recruiting Services – Request for Proposals

I. Summary

The San Juan Bay Estuary Partnership, or Estuario, requests proposals from qualified individual or firms to provide recruiting services for various open positions (contractor and staff).  The selected firm will be responsible for sourcing, screening, and presenting qualified candidates to fill positions in accordance with the Estuario’s internal policies and procedures and other grant requirements.

II. About Estuario

The Corporation for the Conservation of the San Juan Bay Estuary is a 501©3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. The Estuario became part of the National Estuary Program (NEP) in 1994 and is the only tropical and non-continental location within the NEP under Section 320 of the Clean Water Act. The Estuario’s mission is to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. Estuario’s work is guided by a master restoration plan known as the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.

 

III. Scope of work

The selected Service Provider will be expected to provide comprehensive recruitment services that include researching, developing, and implementing effective recruiting strategies to attract a diverse pool of qualified and capable talent for open positions. They will support in the full cycle of recruitment processes for staff positions and contract positions as requested by the Estuario. The Service Provider will present a shortlist of candidates to the Estuario and then support and facilitate the Estuario’s selection from the list up until candidate selection. The Estuario will maintain oversight of the Service Provider’s work to ensure compliance with internal policies and procedures and any applicable grant requirements. The Service Provider’s recruitment and selection processes must be open, fair and objective.

 

IV. Requested Services

The selected Service Provider will be expected to provide comprehensive recruitment services, including but not limited to:

  1. Review job descriptions of the vacancies and/or RFPs and ensure that the selection criteria, scope of work is clear and well understood
  2. Advertise vacancies through appropriate channels.
  3. Source candidates through various recruitment methods, including online platforms, talent pool databases, referrals, networking and professional.
  4. Screen resumes, conduct preliminary interviews, and assess candidate suitability.
  5. Present shortlisted candidates to Estuario for review and selection on a weekly basis (or as otherwise agreed upon with the Estuario)
  6. Facilitate interview scheduling and coordination with the Estuario team until candidate selection
  7. Conduct reference checks and background verification for selected candidates as necessary and if requested by the Estuario.
  8. Receive and keep records of all applications and the source of the interest and present the Estuario with biweekly (or as otherwise agreed upon with the Estuario) reports of the recruitment processs and documentation and arrange calls if necessary to discuss profiles.
  9. Provide final written summary of the all the work performed and outreach taken related to developing, conducting, and completing the search.
  10. Manage candidate communications and expectations to ensure a positive candidate experience and inform/update the progress of their applications to the Estuario. Provide feedback to all unsuccessful candidates.

 

V. Proposal Requirements

The Proposal is required to address the following items in a concise and yet complete manner to, and offer all the necessary information for the evaluation of your proposal:

 

  1. Background information on the firm, including details of the firm’s experience with similar recruitments; a brief resume of the individual(s) assigned to this project; contact information for three (3) references; and sample work products including recruiting brochures, candidate questionnaires, candidate reference reports, etc. The proposal should include information about the firm’s current engagements and an affirmation of the firm’s ability to focus on this project.
  2. A proposed schedule for each phase of the process, including development of the recruitment profile, search, background evaluations, interviews, and selection.
  3. Information about the firm’s approach in the event a recruitment effort does not produce a viable candidate or the premature dismissal or resignation of the selected candidate.
  4. Detailed project budget – must include any additional options that are priced separately for any services outside the scope of work.

 

All proposals including price quotations must be firm and include date of expiration

 

VI. Revision to the Request for Proposals

The Program reserves the right, at sole discretion, to:

  • Cancel this RFP at any time.
  • Revise the RFP prior to the date the Proposals are due. Revisions to the RFP shall be emailed to all potential firms to whom the RFP was originally distributed to and those who notified the Program in writing of their interest in submitting a Proposal.
  • Extend the date by which the Proposals are due.

 

VII. Submission Requirements

For the proposal to be considered for evaluation, candidates must follow the specifications below:

 

  1. Submit the proposal via email to [email protected] on or before April 29, 2024. Please include “Recruiting Services” with the supplier’s name in the subject line.

 

VIII. Evaluation Criteria

An evaluation committee composed of Estuario staff will evaluate each proposal received according to the criteria described below.

The firm will be selected based on responses to this RFP.   3. Cost of services

 

IX. Other Conditions

Time Extensions

Estuario, in its sole discretion, may change and/or extend the deadlines for the above-mentioned task, and such changes and deadlines will be communicated to all applicants that sent an interest notification.

 

X. Reservations

This RFP does not commit Estuario to award a contract, to defray any costs incurred in the preparation of a porposal pursuant to this RFP or to procure or contract for work, and request additional information and/or clarifications.

 

XI. Public Records

All proposals submitted in response to this RFP become the property of Estuario and public records, and as such may be subject to public review.

 

XII. Right to Cancel

Estuario, at its sole discretion, reserves the right to cancel this RFP for any or no reason, in part or in its entirety, including but not limited to: the selection schedule, submittal date, and submittal requirements. If Estuario cancels or revises the RFP, all potential consultants will be notified in writing by Estuario.

 

XIII. Public Information

Selection announcements, contract awards, and all data provided by Estuario shall be protected from public disclosure. Consultants desiring to release information to the public must receive prior written approval from Estuario. Estuario, at its sole discretion, shall determine the release and disclosure of information related to this RFP and any final work products as a result of this.
