CONTRACT ANNOUNCEMENT: PROJECT LEADER – COASTAL RESILIENCE

The San Juan Bay Estuary Program, or Estuario is looking to hire a Project Leader for the Citizen Scientists for Coastal Resilience project who will oversee the project, its team, and ensure its goals and objectives are met.

In 2021, the Estuario launched its Citizen Scientists for Socio-Ecological Resilience project, which expanded the Estuario’s Citizen Scientist Certification to develop capacity in the region to implement projects of green infrastructure, and restore the capacity of coastal ecosystems to provide their services and strengthen resilience of our communities. In order to restore these ecosystem services, they should be constantly monitored, particularly once they are impacted by atmospheric events, and conditions evaluated. Accurate information on the condition of the ecosystems will provide the baseline to help our vulnerable communities develop and implement equitable coastal nature-based adaptation solutions. The certified citizen scientists carry out the monitoring and provide the data that help us to achieve resilience in critical ecosystems in the San Juan Bay Estuary, such as coral reefs, seagrass, and mangrove forest, in the face of continuous impact and constant threat of climate change. The Estuario is looking for a Project Leader to ensure these efforts are carried out and manage the project.

This position will be responsible for project planning, direction, completion, and budgeting of the project.

They will also document and track progress to ensure that expectations regarding key performance indicators (KPIs) are met. The Project Leader will facilitate collaboration with other stakeholders and partners in order to meet the KPIs and direct the Coastal Resilience team so that they also contribute to these efforts. The Project Leader must be detailed-oriented and have strong presentation, organizational, and facilitation skills. 

Established in 1994, the Estuario is an alliance of public and private entities committed to their collective responsibility to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed to ensure the prosperity of our tropical ecosystems, the health of our communities and the vitality of the economy in the San Juan Bay Estuary and its urban watershed. The Estuario serves as a catalyst and facilitator, and operates as a regional, trustworthy, and science-based non-profit organization registered with the Puerto Rico Department of State. As a National Estuary Program, Estuario’s focuses on implementing the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.

RESPONSIBILITIES 

  • Complete and maintain all project documentation
  • Prepare project schedule; set and execute deadlines
  • Coordinate internal and external resources, ensuring projects remain within scope, schedule, and budgets, in collaboration with project staff
  • Analyze project progress to ensure that objectives and Key Performance Indicators stated in the project agreement are achieved and, when necessary, adapt scope, timelines, and costs to ensure that project team adheres to project requirements
  • Effectively communicate project progress to key stakeholders
  • Facilitate collaboration with stakeholders and partners as needed to meet the project’s KPIs
  • Establish and maintain processes over the project lifecycle, setting project quality and performance standards, and assessing and managing risk
  • Structure and maintain integrated, multi-track project performance databases for multiple digital, print, social, broadcast, and experiential projects
  • Report project outcomes and/or risks to the appropriate management channels as needed—escalating issues as necessary based on project work plans

REQUIRED QUALIFICATIONS: 

  • Bachelor’s degree in Coastal Management, Ecology, Sustainability, Environmental Management, Environmental Engineering or related field or equivalent.  Master’s degree preferred in related fields
  • Excellent ability to synthesize information and analyze data
  • Previous experience in successful project direction, planning, execution, and tracking financial outcomes of projects
  • Experience working on interdisciplinary teams as well as independently
  • Experience managing a multidisciplinary team and volunteers
  • Experience working in the San Juan Bay Estuary or with partners in the region is preferred
  • Ability to effectively access and utilize computerized systems and equipment to complete assigned tasks, including; Microsoft Word, Excel, Outlook and PowerPoint; Adobe Acrobat; and other systems/programs as needed
  • Own transportation and computer

LANGUAGE REQUIRED: 

  • Fully bilingual in English and Spanish.

THE SAN JUAN BAY ESTUARY PROGRAM

The San Juan Bay Estuary Partnership (Estuario) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to restore and conserve the water quality in the San Juan Bay Estuary ecosystem as a sustainable hub of social and economic development. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
