CONTRACT ANNOUNCEMENT- ECOSYSTEM RESTORATION AND POLICY COORDINATOR

The San Juan Bay Estuary Program (Estuario) is seeking an Ecosystem Restoration and Policy Coordinator to join Estuario’s efforts in restoring the San Juan Bay Estuary system and its watershed.  Estuario is a private non-profit organization in charge of restoring the quality of the waters in the San Juan Metropolitan Region.  

The Ecosystem Restoration and Policy Coordinator will lead ecosystem restoration efforts, and policy analysis in accordance with the Comprehensive Conservation and Management Plan for the San Juan Bay Estuary. 

The Ecosystem Restoration and Policy Coordinator works under the supervision of the Executive Director and collaborates with all Estuario’s team. The Ecosystem Restoration and Policy Coordinator is an experienced leader who manages direct reports and leads partners, contractors, and volunteers to plan, fund, and implement a restoration project agenda to support the Comprehensive Conservation and Management Plan for the San Juan Bay Estuary. 

The Ecosystem Restoration and Policy Coordinator is responsible for coordinating the creation of the Marine Water Park for sustainable use and protection of the Isla Verde Marine reserve and its extended region.  The Ecosystem Restoration and Policy Coordinator also carries out activities in support of the implementation of the Conservation Management Plan for the Condado Lagoon Estuarine Reserve. 

The Ecosystem Restoration and Policy Coordinator provides analytical support in environmental policy, and conducts environmental and science and technology policy research. Analyzes and submits written recommendations and necessary government paperwork for management. Addresses business challenges through research and identification of policy management solutions. 

Required Skills

Knowledge of current theory, practices, principles and technological developments of watershed and estuarine science and restoration. 


General knowledge of laws and permitting requirements associated with restoration projects and natural protected areas. 


Knowledge and skills with ecosystem restoration project implementation from location prioritization to conceptual design to implementation to monitoring through marketing of project success.

Knowledge of leadership techniques and the ability to build and effectively motivate multi-organizational teams to achieve common objectives. 


Ability to establish and maintain professional networks to accomplish goals. 


Skill in project and grant management. 


Skill in developing and carrying out complex budgets. 


Skill in adapting to changes in workload. 


Skill working with a variety of viewpoints and diverse interests using negotiation. 


Skill working in a service-oriented team environment with understanding of roles and responsibilities of team members. 


Strong verbal communications skills and demonstrated ability to write clearly and persuasively. Strong oral presentation skills.


Skill in using databases for analysis and reporting. 


Working familiarity with GIS. 


Ability to work in estuarine environments and in small boats. 


Required Qualifications

A Master’s degree in natural resource or watershed management, ecology, biology, hydrogeology, environmental policy, or a related field is the minimum degree requirement. 

Four years of experience building and coordinating teams to fund, design, conduct, and synthesize environmental research or monitoring. 

Two years of experience participating in teams to draft policy measures related to natural protected areas. 

Two years of experience with environmental policy research. 

Two years of experience managing contractors, and volunteers. 

Experience managing complex or multiple projects, including managing finances and coordinating the work of other professionals. 

The candidate must possess excellent communication skills, a demonstrated proficiency in the communication of technical information to the general public, and strong interpersonal skills. 

Experience with partnership development, GIS, and negotiation is preferred.

Compensation:  

Dependent on candidate background and skills. This opportunity will remain open until an appropriate candidate is selected. 

Education:

Bachelor’s (Required); Master’s degree preferred.

THE SAN JUAN BAY ESTUARY PROGRAM 

The San Juan Bay Estuary Program (SJBEP) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
