GRANTS COMPLIANCE OFFICER

The San Juan Bay Estuary Program (Estuario) is seeking a Grants Compliance Officer to join our highly skilled grant management team.  

The purpose of this position is to ensure successful management of grants funded by a variety of donors including government agencies, private donors and others. This will be achieved through the establishment and use of best practice project management systems, providing expert advice on donor requirements and regulations, by supporting contract negotiation and review and by helping to build staff capacity to ensure compliance with contractual and donor regulations. Another key aspect of the role will be supporting reporting on all aspects of the San Juan Bay Estuary Program grants portfolio, including performance and income reporting. 

Reporting to the Executive Director and working with internal staff and contractors.  The Grants Compliance Officer manages the invoice functions related to State Revolving Funds grants and other assigned contracts in accounting software. Prepare and submit billings to funding agencies. Maintain working relationships with billing staff at funding agencies and be familiar with each agency billing requirements and processes. Create customized grant reports for funders, directors, and senior management.  

RESPONSIBILITIES 

  • Establish and maintain a grants pipeline for income forecasts and reporting drawing on relevant stakeholders from across San Juan Bay Estuary Program and ensure that expected funding for grants is recorded accurately to support income tracking and reporting 
  • Carefully follows all regulations established by OMB Circular A-122 and Uniforms Guidance.
  • Work with the accountant to support income reporting
  • Support the development and management of cash flows, invoicing, internal and external finance reporting as well as the development of proposal budgets to ensure accuracy and consistency 
  • Lead high level monitoring and reporting of the San Juan Bay Estuary Program grant portfolio and advise project staff of areas requiring action or attention 
  • Create simple tools to support excellence in grants management 
  • Capacity building and support to ensure grants are managed in compliance with donor requirements 
  • Lead start-up and close-out workshops so project staff understand contractual obligations and donor compliance requirements 
  • Undertake activities to ensure donor compliance is achieved including audit support; on site verification and data quality via field visits 
  • Review funding opportunities and provide input on contractual requirements to inform decision making by senior leadership on the pursuit of grants opportunities 
  • Provide support in the review of donor contracts to inform decision making during contract execution 
  • Support San Juan Bay Estuary Program procurement processes and ensure donor requirements are met and also reflected in sub-contracts 
  • Support vetting (as required) 
  • Lead capacity building activities to improve grant management including development of contract templates and training, where required 

REQUIRED QUALIFICATIONS: 

  • MA Degree is highly desirable 
  • 2 years of experience in Grants Compliance or Grant Project Management 
  • Knowledge of the program management cycle design, monitoring and evaluation 
  • Excellent written & spoken (English and Spanish)
  • Excellent communication, interpersonal, representation and negotiation skills 
  • Excellent analytical and writing (English) skills 
  • Sound planning, time management and administrative skills 
  • Ability to work under pressure, in a team, and for long hours if required 
  • Excellent computer skills with proficiency in Microsoft Word, Excel, PPT 
  • Knowledge of federal, state and donor regulations 
  • Experience in working in environmental and/or development 
  • Proven track record of coaching and capacity building

THE SAN JUAN BAY ESTUARY PROGRAM 

The San Juan Bay Estuary Program (SJBEP) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
