[REQUEST FOR PROPOSAL] KICK-OFF WORKSHOP FACILITATION SERVICES

I. SUMMARY

The San Juan Bay Estuary Partnership, also known as Estuario, invites qualified applicants to provide facilitation services for a kick-off workshop/ retreat to support the implementation of Estuario’s Comprehensive Conservation and Management Plan (CCMP). This service provider (can be an individual, group, consulting firm, etc.) has proven experience in strategic thinking. The Service Provider will provide facilitation services that will support the effective and sustainable implementation of Estuario’s CCMP projects and approved work plans. The service provider will work under the supervision of the Estuario’s Executive Director.

II. ABOUT ESTUARIO
The Corporation for the Conservation of the San Juan Bay Estuary is a 501 (c) (3) non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. The Estuario became part of the National Estuary Program (NEP) in 1994 and is the only tropical and non-continental location within the NEP under Section 320 of the Clean Water Act. Estuario’s mission is to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. The work is guided by Estuario’s restoration plan for the San Juan Bay Estuary, officially known as the Comprehensive Conservation and Management Plan (CCMP).

The Estuario’s study area is in the heart of the San Juan Metropolitan Region. It extends throughout eight municipalities: Toa Baja, Cataño, Bayamón, San Juan, Guaynabo, Carolina, Loíza, and Trujillo Alto. The study area includes the San Juan Bay Estuary system, its related coastal and marine ecosystems, and the watershed, which extends above a broad and flat coastal plain.

In November 2021, Congress passed the Infrastructure Investment and Jobs Act to invest in the nation’s infrastructure and resilience. As established in the EPA Implementation memo, the NEP will use this fund to accelerate and more extensively implement the CCMP.

III. SCOPE OF WORK
Estuario is seeking an expert-level service provider with proven experience in analytical and strategic thinking, creative problem-solving, and adaptability to guide Estuario staff in carrying out projects under approved work plans to advance CCMP implementation during the current fiscal year. These services will advance the objective of building internal capacity and ensure successful execution and sustainable financial management and operations. The service provider will provide facilitation services for a 1-2 day long workshop/ retreat. The objective of this workshop/ retreat will serve as a kick-off meeting to develop action plans for projects during the current fiscal year, which ends September 30, 2028.

IV. REQUESTED SERVICES/ DELIVERABLES
Facilitate and lead a 1-2 day kick-off workshop with Estuario staff to plan for the current fiscal year 2026 Estuario’s fiscal year runs from October 1- September 30. By the end of the workshop, each staff member will develop a clear actionable plan to carry out projects under approved work plans.

Date of workshop: First week of February 2026

VI. PROPOSAL REQUIREMENTS
The proposal must address the following items in a concise yet complete manner. Proposals should include the following sections:

  • Firm/Consultant Qualifications
    • Relevant experience and expertise
    • Experience with similar organizations or sectors
  • Proposed Approach & Methodology
    • Facilitation methodology and description of the planning process
    • Description of how planning results will be captured and reported
  • Project Team
    • Key personnel and roles
    • Resumes or bios
  •  Timeline & Workplan
  • Cost Proposal
    • Total cost and cost breakdown
  • References
    • At least [1–2] recent clients with similar work

VII. SELECTION PROCESS
An evaluation committee will evaluate each proposal received according to the criteria described below.

  • Comprehensiveness, conciseness, clarity, thoroughness, and professional presentation quality.
  • Rigor and appropriateness of selected methods, which are based on identified goods and services to be valued.
  • Proposed costs. Additional costs will not be covered by the stipend.
  • Ability to complete the project in the stated time- period.
  • Experience and performance history on similar projects, including factors such as quality of work, cost control, and ability to meet deadlines.
  • The organization and scheduling of the project requirements and contractor accessibility.

VIII. OTHER CONDITIONS
A. TIME EXTENSIONS
Estuario, in its sole discretion, may change and/or extend the deadlines. Such changes and deadlines will be communicated to all applicants who sent an interest notification.

B. RESERVATIONS
This RFP does not commit Estuario to award a contract, to defray any costs incurred in the preparation of a Proposal pursuant to this RFP, or to procure or contract for work, and request additional information and/or clarifications.

C. PUBLIC RECORDS
All proposals submitted in response to this RFP become the property of Estuario and public records and, as such, may be subject to public review.

D. RIGHT TO CANCEL
Estuario, at its sole discretion, reserves the right to cancel this RFP for any or no reason, in part or in its entirety, including but not limited to the selection schedule, submittal date, and submittal requirements. If Estuario cancels or revises the RFP, all potential candidates will be notified in writing by Estuario.

E. PUBLIC INFORMATION
Information related to the recruitment process, such as selection announcements, contract awards, and all data provided by Estuario shall be protected from public disclosure. Consultants desiring to release information to the public must receive prior written approval from Estuario. Estuario, at its sole discretion, shall determine the release and disclosure of information related to this RFP and any final work products as a result of this.

F. RESPONSIBILITIES
Upon selection, the service provider is responsible for providing evidence of the progress of the project during the term of the contract.
