[Request for Proposal] Development and Execution of an Educational Campaign to Promote Proper Disposal of Waste
ABOUT ESTUARIO
The Corporation for the Conservation of the San Juan Bay Estuary (CCSJBE) is a 501©3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. The Estuario became part of the National Estuary Program (NEP) in 1994 and is the only tropical and non-continental location within the NEP under Section 320 of the Clean Water Act. The Estuario’s mission is to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. The work is guided by the Estuario Plan, a comprehensive plan for the San Juan Bay Estuary.
AQUATIC DEBRIS AREA
The Aquatic Debris area has the goal to improve habitat quality and enhance the aesthetic, recreational, and economic values of the San Juan Bay Estuary (SJBE) by ensuring that the watershed is free of aquatic debris. The SJBE system faces a significant impact on its gray infrastructure, environment, and quality of life partially due to inadequate solid and waste management and improper disposal of used cooking oil, other waste from runoff (which include oils, paintings, detergents, etc.) and raw sewage and discharges due to aging infrastructure.
The Estuario waste management platform seeks to address these waste management issues across the watershed by generating awareness, carrying out educational initiatives, and developing the necessary infrastructure with different sectors. The development of educational campaigns and municipal recycling programs are essential to employ strategic actions.
The Estuario will continue to facilitate the planning and design of initiatives in a collaborative and structured manner through the Inter-Municipal Network, which provides an effective communication network that also allows municipalities to identify financing at the federal level and local level that meet the identified needs. A comprehensive waste management plan at the watershed level guides the execution actions to maximize the use of each jurisdiction.
The strategic model of reduction, reuse, and recycling design at Estuario has a series of sections that include implementation tools for key sectors such as communities, private sector/merchants, and public administration, including an implementation manual and suggestions of applicability and relevance for diverse geographical areas that guides the various sectors to an integrated waste management system.
SCOPE OF WORK
Estuario is looking to engage professionals consultant(s) to design and execute an education campaign on the importance of proper disposal of oil and other materials across the San Juan Bay Estuary watershed, the campaign objectives are:
- Engage partners and stakeholders that are also considered decision makers in waste management issues.
- Present the waste management issues and the impacts to water quality, ecosystems and public health across the estuario watershed.
- Present the importance and proper disposal including reduce, reuse, recycle and circular economy concepts and practices to protect and conserve water resources, grey infrastructure, public health and natural areas.
- Present call to action towards a common goal of conserving our water bodies focused on integrated waste management to educate and outreach different audiences like: public sector (federal, state, municipal and legislative) and private sector (marinas, hotels, airports, residential areas) and local stakeholders.
- Provide confidence in the work of the Estuary
DELIVERABLES
- “Pitch” that includes a creative proposal campaign
- Graphic materials that support the campaign and can be used for educationals materials
- Secure the media outlets that will become part of the campaign
- A clear timeline of the campaign execution
Ultimately, we are looking for professional(s) that at minimum meet the following expectations:
- Highly creative team that transforms technical concepts into an appealing storyline and catchy message.
- Knowledge, passion and interest in environmental issues and the need to integrate stakeholders in the process.
- Enthusiastic about developing public service campaigns.
- Ability to work remotely.
- Prepare a final contract timeline based on its proposal submission and incorporating any changes that might be necessary after the kickoff meeting.
- Attend any and all necessary meetings with Estuario to approve the final deliverables.
- Submit regular written reports to Estuario once a month or as requested.
- Provide own assistants, as needed.
- Cover own business and travel expenses and tools, including transportation, computer, computer software and licenses, materials, etc.
- Be able to work from outside the Estuario’s premises and be on-site as needed.
- Be able to furnish evidence of liability and workers compensation insurance and certification of Good Standing in case the applicant is a corporation.
The proposal/”pitch” must address the following items:
I. Applicant Overview
- Qualifications and relevant experience/ Portfolio
- Bio of every tem person that will be working on the campaign
- Methodology/philosophy used to implement the project
II. Presentations
- Overview of proposal of the campaign- including implementation of the public service campaign
- Timeline
- Metrics for final results
- General timeline with executions, deliverables, and deadlines to comply with the deliverables and deadlines stated in the scope of work
- Team structure, bios, resumes
- Detailed budget that identifies all expenses
III. Attachments
- Copy of the Department of State certification to do business in Puerto Rico
- Certification of compliance with all federal and state laws to conduct business in Puerto Rico
Applicants must comply with all deadlines. No exceptions will be granted. Failure to comply with requirements of this RFP may result in disqualification.
TIMELINE
- Issue RFP- January 15, 2025

- Presentation/ “Pitch” to Estuario: March 3, 2024
- Send the proposal/pitch (applicant overview, presentations, and required documentation) via email to [email protected] and [email protected] after the candidate presents the “Pitch”to the Estuario team. Please include “Estuario Advertising Campaign RFP” with the applicant’s name in the subject line.
- Selection announcement: March 17, 2025
- Project Start Date: By April 1, 2025
- Project Deadline for completion: July 2025
SELECTION PROCESS
Qualified applicants will be short-listed, and the Estuario team will make the final selection. In order of importance, the criteria that will be used to evaluate the presentations will be:
- Experience successfully executed on previous campaigns
- Completeness, comprehensiveness, conciseness, clarity, thoroughness, and professional quality of the presentations
- Creativity and artistic sensitivity
- Knowledge of the Estuary objectives campaign
- Budget breakdown and total
- Timeline scheduling and the ability to complete the project by the deadline
- Adequacy of key staff, as demonstrated by experience, education, and project role.
- Executive account accessibility
The agency or team will be selected based on responses to this RFP and the required informational meeting. Reservations
This RFP does not commit the CCSJBE to award a contract, to defray any cost incurred in the preparation of a Proposal pursuant to this RFP, or ti procure or contact for work, and request additional information and/or clarifications.
Public Records
If selected, proposals submitted in response to this RFP become the property of the CCSJBE and public records, and as such may be subject to public review.
Right to Cancel
The CCSJBE, at its sole discretion, reserves the rights to cancel this RFP for any or no reason, in part or in its entirety, including but not limited to the selection schedule, submittal date, and submittal requirements. If the CCSJBE cancels or revises the RFP, all potential Contractors will be notified in writing by the CCSJBE.
Public Information
Selection announcements, contract awards, and all data provided by the CCSJBE shall be protected from public disclosure. Consultants desiring to release information to the public must receive prior written approval from the Corporation. The CCSJBE, at its sole discretion, shall determine the release and disclosure of information related to this RFP and any final work products as a result of this.
