Contract Announcement For Hazard Mitigation Planner

The San Juan Bay Estuary Program (Estuario) is a private non-profit organization in charge of restoring the quality of the waters in the San Juan Metropolitan Region.

The San Juan Bay Estuary Program (Estuario) is a private non-profit organization in charge of restoring the quality of the waters in the San Juan Metropolitan Region.  The Estuario is seeking a Hazard Mitigation Planner to join Estuario’s efforts in building resilience in the San Juan Bay Estuary watershed.  

The Hazard Mitigation Planner is open to innovation, can adapt to changes, and is teamwork driven. A candidate with the right attitude are preferred to those with experience.

As a Hazard Mitigation Planner, you may be tasked with the development and updates of a watershed-based “Estuario” Mitigation Plan and interacting with all levels of government and completing assigned tasks or entire plan development.

Responsibilities

  • Provide technical assistance in the development/update of Hazard Mitigation Plan at the watershed level.
  • Conduct planning-related trainings
  • Review All-Hazard Mitigation Plans of eight municipalities located within the San Juan Bay Estuary system and watershed.  Municipalities are San Juan, Carolina, Loiza, Trujillo Alto, Guaynabo, Bayamón, Cataño, and Toa Baja. Assess plans strengths and deficiencies
  • Provide support to special projects, as needed
  • Facilitate development of hazard identification and risk analysis
  • Prepare reports on grant-funded activities
  • Lead, coordinate, or participate in multi-disciplinary groups, activities, and meetings
  • Draft letters, memorandums, and policy recommendations regarding hazard mitigation
  • Ensure the Estuario Mitigation Plan meets State guidelines and is FEMA approved

Required Skills

  • General knowledge of Federal, State, and local governmental organizational structures and relationships
  • Ability to effectively organize work, determine priorities, establish and monitor timelines, manage multiple projects simultaneously, and complete assigned tasks with minimal supervision
  • Ability to effectively access and utilize computerized systems and equipment to complete assigned tasks, including; Microsoft Word, Excel, Outlook and PowerPoint; Adobe Acrobat; and other systems/programs as needed
  • Ability to develop and maintain effective working relationships with co-workers, professional peers, the general public, and the ability to effectively work as a team and on individual assignments
  • Strong and effective spoken and written (English & Spanish) communication skills, including the ability to prepare and deliver presentations to groups in a variety of venues
  • Knowledge of FEMA grant programs; Hazard Mitigation Grant Program (HMGP) and Pre-Disaster Mitigation (PDM)
  • Knowledge of All-Hazards
  • Demonstrated knowledge of FEMA planning guides/policies; CPG 101, Local Mitigation Planning Handbook, Local Mitigation Plan Review Guide, and 44 CFR Part 201
  • Knowledge of the Stafford Act and the Public Assistance program

Required Qualifications

  • Bachelor’s degree in emergency management, urban planning, public administration, or other related programs.  
  • Direct Experience in Hazard Mitigation Planning
  • Developed or created a FEMA-approved Hazard Mitigation Plan from start to finish
  • Possession of a valid driver’s license
  • At a minimum, the following FEMA courses: IS-100, IS-200, IS-700, and IS-800

Preferences

  • Experience working with the San Juan Bay Estuary Program and/or related projects
  • Experience with the Emergency Management Accreditation Program
  • Developed or created multiple FEMA-approved Hazard Mitigation Plans from start to finish
  • Master’s degree in emergency management, disaster risk reduction, urban development, and planning
  • Possession of Emergency Management, Flood Plain Manager, AICP, or other related professional certification/designation
  • Experience with GIS systems
  • 2+ years of experience with HAZUS
  • Involvement in post-disaster recovery planning
  • Ability to read, write, and speak English and Spanish
  • Knowledge of other grant programs; Community Development Block Grant (CDBG) and Flood Mitigation Assistance (FMA)
  • FEMA ICS 300, 400, and Professional Development Series

Job Type: Contract (Corporation for the Conservation of the San Juan Bay Estuary)

Compensation: Negotiable

Experience:

  • Watershed-based / Comprehensive Hazard Mitigation: 3 years (Required)

Education:

  • Bachelor’s (Required); Master’s degree preferred.

Compensation: Commensurate with Experience

THE SAN JUAN BAY ESTUARY PROGRAM

The San Juan Bay Estuary Program (SJBEP) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
