Request for Proposal – Strategic Planning Services

The San Juan Bay Estuary Program, Estuario, requests proposals from qualified firms and individuals to develop a five-year strategic plan to guide the organization’s administrative and programmatic direction. 

Key goals for the planning effort include:  

  • Develop an overarching strategy for sustainable growth;
  • Identify priority areas for growth and development to serve its communities;  
  • Identify audience and effective ways to reach out;  
  • Create a prioritized list of goals and strategies.

SPECIFIC SCOPE OF WORK

The consultant will lead the organization in information gathering, self-assessment, consensus on plan objectives, and focusing on program and operational priorities. The end product will be an achievable, consensus-driven five-year strategic plan. The consultant should be comfortable with and have experience in including diverse communities as stakeholders in the strategic planning process.    

DESIRED STRATEGIC PLANNING OUTCOMES: 

  • Revision and update of organizational mission, confirmation of identity, vision, priorities, goals and outcome measures. 
  • Conduct an External Analysis that incorporates demographic changes and economic projections
  • Conduct an Internal Analysis including:
    • Comprehensive Conservation Management Plan
    • Staffing Analysis
    • Policies and procedures
    • Internal Controls
    • Metrics development
  • Short/long-term goals

PROPOSAL REQUIREMENTS

The Project Proposal is required to address the following items in a concise and complete manner and offer all the necessary information for the evaluation of your proposal:

  1. A proposed detailed work plan that includes: methodology; schedule with a detailed time frame regarding reports, milestones, and specific activities.
  2. Describe past experience working with similar inclusive organizations.
  3. Describe the methods/philosophy that will be used to facilitate the strategic planning process.
  4. Explain how the planning results will be captured/reported.
  5. Describe the overall fees for this project.
  6. Provide additional information as deemed relevant to your proposal.
  7. Copy of the Department of State certification to do business in Puerto Rico.
  8. Include a certification of compliance with all federal and state laws to conduct business in Puerto Rico shall be included in your proposal.

PROPOSED PROJECT TIMELINE 

RFP Submission Deadline: midnight, February 7, 2021
Contract awarded: February 26, 2021 

Work plan due: March 26, 2021
Final Presentation to the Board of Directors: August 30, 2021 

SUBMISSION REQUIREMENTS

For a proposal to be considered for evaluation, potential Contractors must follow the specifications below:

  • Send the proposal by email to: [email protected] and [email protected].
  • Potential Contractors must submit their proposal no later than midnight (12:00 a.m.) on February 7, 2021.  No exceptions will be granted regardless of reason or circumstance. 
  • Failure to comply with the requirements of this RFP may result in disqualification.

THE SAN JUAN BAY ESTUARY PROGRAM

The San Juan Bay Estuary Program (Estuario) is a 501(c)3 corporation, part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most critical coastal ecosystems for the economy of the Nation. The primary responsibility of each organization under the NEP is to coordinate and measure the plan’s implementation in partnership with the community, state, local, and federal governments and the Academia.
