ESTUARIO SENIOR PROGRAM MANAGER—JOB ANNOUNCEMENT

The San Juan Bay Estuary Program (Estuario) is a private non-profit organization that designs, implements, and provides restorative maintenance in order to improve the water quality and ecosystems within its eight municipalities.   Estuario’s mission is to restore and conserve the water quality in the Estuario de la Bahía de San Juan ecosystem as a sustainable hub of social and economic development.

Estuario is the only tropical estuary in the National Estuary Program, providing not only environmental and resiliency programs, but also educational and recreational activities that support thriving communities.

The Estuario’s work is guided by the development and implementation of the Comprehensive Conservation and Management Plan (CCMP). In collaboration with local, state, and federal agencies, NGOs, academic, and business leaders, the Estuario works to restore and conserve water quality in the San Juan Bay Estuary ecosystem. The Estuario works to build partnerships and leverage federal funding for regional-scale restoration, water quality improvement, and resilience-building projects.

Estuario is seeking a dynamic and experienced full-time Senior Program Manager to provide leadership, support, and coordination for the Estuario in a broad range of projects and programs. The Senior Program Manager is the organization’s second-in-command and responsible for the efficiency of business.

The Senior Program Manager role is a key member of the senior management team, reporting only to the Executive Director. The Senior Program Manager serves as an advisor to the Executive Director in technical, personnel, and fiscal matters and has a leadership role among the Estuario staff.

The Senior Program Manager supports the Executive Director by carrying out the day-to-day operations of the Estuario, ensuring seamless team management and development, program delivery, and quality control and evaluation. This position monitors individual projects and support the staff internally as well as represent the partnership in working collaboratively with stakeholders on issues of regional significance. The Estuario seeks a Senior Program Manager who has a track record of experience and attributes to lead and build an exceptionally effective organization.

RESPONSIBILITIES

PROGRAMMATIC TASKS

  • Manages day-to-day operations of the organization necessary to ensure that the organization achieves its objectives.
  • Works closely with the Executive Director to provide senior-level support for program implementation and program design.
  • Maximizes efficiency and productivity through continual process analysis and internal collaborations. 
  • Manages program managers by supporting them in the development of their internal work/action plans on an annual basis and overseeing the progress of projects
  • Supports the Executive Director in working and coordinating with Management Conference committees.
  • Establishes, communicates and implements sound policies, procedures, tools, and systems for the effective and efficient delivery of projects.
  • Supports the Executive Director in coordinating and organizing Board of Director meetings; assists in the development of agenda for meetings.
  • Supports the Executive Director in working with the Board of Directors to keep them informed of programmatic changes. 
  • Supports the Executive Director in communicating with stakeholders, with EPA representatives and with donors, and in managing partnerships.
  • Develops and evaluates program models; selects and successfully operationalizes innovative programs.
  • Plans the overall execution of programs and program activities in accordance with the stated mission and goals.
  • Develops new initiatives to support the strategic direction of the organization.
  • Develops and implements long-term goals and objectives to achieve successful outcomes on the organization’s programs.
  • Develops an annual budget and operating plan to support programming.
  • Develops a program evaluation framework to assess the strengths of the programs and identify areas for improvement.
  • Supports the development of funding opportunities for the organization’s projects to ensure the continuous delivery of services.
  • Develops and implements strategies that will maximize the synergies among program areas.
  • Assists with the tracking of the implementation of the Comprehensive Conservation Management Plan (CCMP), annual reports, and development of work plans.

COORDINATION TASKS

  • Works with staff to develop objective performance measurements across all sites, to ensure consistent, high-quality evaluation and goal setting for all employees.
  • Ensures that program activities operate within the policies and procedures of the organization.
  • Develops forms and records to document program activities.

OTHER TASKS

  • Successfully manages and demonstrates ownership of all aspects of each assigned program task.
  • Supports the coordination of all aspects of internal and external stakeholder engagement
  • Works with the Executive Director to cultivates and strengthens existing internal and external relationships through consistent contact and timely follow-through.
  • Cultivates new relationships with government officials, community organizations, and others.

 

QUALIFICATIONS

EDUCATION

  • Master’s Degree in Environmental Sciences, Ecology, Engineering, Urban Planning, or related field strongly preferred.
  • Other non-scientific degrees will be considered when combined with experience in the above-mentioned scientific fields.

EXPERIENCE

  • Over 10 years of experience working in non-profits, specifically those that work in water quality restoration and conservation ecosystem restoration, water resources, coastal restoration, or similar areas
  • Expertise in science relating to watershed protection and management.
  • Experience and skill in working with a Board of Directors preferred
  • Demonstrated extensive knowledge of environmental sciences and programs administration

SKILLS AND ABILITIES

  • High level strategic thinking and planning
  • Ability to envision and convey the organization’s strategic future to the staff, board, volunteers and donors.
  • Competency in strategic planning and business development.
  • Experience with data analysis for performance/operation metrics.
  • Demonstrated ability to oversee and collaborate with staff and work in a team-based environment.
  • Solid organizational abilities, including planning, delegating, program development and task facilitation.
  • Strong financial management skills including oversight of budget preparation and analysis, decision making and reporting.
  • Strong written and oral communication skills.
  • Computer literacy in Microsoft Office, cloud-based data access and share software such as Google Drive, and other software such as Adobe.

 

COMPENSATION

Commensurate with experience.

LANGUAGE REQUIRED:

Fully bilingual in English and Spanish.
