Operations Auditor

The San Juan Bay Estuary Partnership (Estuario) is seeking qualified applicants for the Operations Auditor contract to constantly evaluate processes and operations, and assess financial and compliance to prevent risks of operations under the Bipartisan Infrastructure Law (BIL) funds.

The Corporation for the Conservation of the San Juan Bay Estuary is a 501(c)3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. Established in 1994, we are the only tropical and non-continental location within the National Estuary Program (NEP) under Section 320 of the Clean Water Act. The Estuario operates as a partnership committed to their collective responsibility to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. Estuario’s work is guided by a master restoration plan known as the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.

In November 2021, U.S. Congress passed the Bipartisan Infrastructure Law (BIL) to invest in the nation’s infrastructure and resilience, with a major focus on environmental justice and climate change and allocated part of this funding to each National Estuary Program. The Estuario is dedicating the Bipartisan Infrastructure Law (BIL) funding to jumpstart the restoration of the Juan Méndez Creek located in the municipality of San Juan.  Esturaio encourages high-impact blue/green infrastructure interventions, achieving medium-term restoration of waters communities affected by this body of water, many of which are environmental justice communities.

The Operations Auditor will develop and implement an internal auditing system to provide an unbiased evaluation of the activities and perform assessments of the internal processes and procedures, and all operations related to the projects.  The Operations Auditor is expected to present recommendations to the team on a regular basis. The auditor will identify opportunities for improving processes and operations related to BIL funding and be responsible for maintaining documentation related to internal audits. They will interact with management to assess audit findings with an appropriate degree of professional skepticism. This contract will be supervised by the Senior Program Manager.

Responsibilities:

  1. Develop and carry out the internal auditing of Estuario’s system for operations related to BIL funding in order to ensure compliance with established internal policies and procedures, as well as grant requirements, by examining records, reports, operations practices, and documentation.
  2. Lead planning and scoping of audit reviews.
  3. Tracks and reports on status of current audits and progress towards annual goals.
  4. Maintain documentation of audits and findings and other related documentation.
  5. Communicates audit findings, by preparing a reports and discussing findings with detailed recommendations that would help Estuario improve its performance and efficient use of BIL funding.
  6. Meets with Compliance and Operations team regularly and assists them in the identification and mitigation of key risk exposures and applicable mitigation controls.
  7. Perform audits in accordance with generally accepted auditing standards for nonprofit organizations and as contractually required by funding sources.
  8. Develop strategic initiatives to maintain and improve the audit function.

Required Qualifications (Education and Experience):

  • Bachelor’s degree in Accounting or Finance, or related fields.
  • Extensive experience in auditing and/or tax services for nonprofit organizations, similar programs funded by federal and private grants.
  • Demonstrate knowledge of compliance requirements under the OMB, the Single Audit Act, Governmental Auditing Standards, generally accepted auditing standards, and all applicable accounting and banking laws.
  • Proactive and independent worker with excellent attention to detail.
  • Ability to manage time effectively and comply with deadlines.
  • Provide their own personal computer and transportation.
  • Certified MBE/WBE (minority and women-owned business enterprise) and other certified minorities and small businesses are encouraged to apply.
  • At least 3 years working experience in finance, accounting, or legal compliance in a similar setting or sector is preferred. However, all levels will be considered.

Compensation:

$30/hr, or commensurate with experience
