[CONTRACT ANNOUNCEMENT] PODCAST PRODUCTION AND CONSULTATION—BIL

The San Juan Bay Estuary Partnership (Estuario) seeks proposals from qualified firms/individuals for Podcast Services to document the restoration of the Juan Mendez Creek under the funds of the Bipartisan Infrastructure Law (BIL). Proposers are invited to respond to Podcast Production and Consultation tasks. The Estuario intends to award a contract with an initial term of six (6) months, with an option to renew for up to twelve (12) months. The service provider should be able to start on or before December 15, 2023.

Scope of Service

Produce at least one podcast episode monthly, approximately 15-20 minutes in length, including but not limited to:

  1. Audio editing and sound design for all episodes;
  2. Conducting audio interviews, recording contributors and voice tracking the host – including associated scheduling and logistics;
  3. Participation in content development meetings with Estuario team;
  4. Coordinating and collaborating on scriptwriting for all episodes;
  5. Production of music, sound effects and obtaining any associated licenses;
  6. Mastering for dissemination on various outlets, including Estuario’s website, social media, podcast apps, etc.

Submittal Requirements

Submittals should include a cover letter indicating the contact information for the entity proposing, including:

  1. Key names, including title and position;
  2. Complete mailing addresses;
  3. Telephone numbers (including cell number as appropriate); and
  4. Email addresses, and any other information needed by Estuario to contact Proposers.

Proposals Response

Proposers are to submit complete, detailed responses addressing the scope of service as outlined above. Submittals should be organized in a clear and concise manner within a single electronic binder. The format for the submittal should be as follows:

  1. Proposer’s Profile: Provide a description of the proposer’s track record, including number of years in business, remote capability, organizational structure (e.g., corporation, partnership, sole practitioner, etc.), areas of expertise, etc.
  2. Key Personnel: Provide a summary description of the key personnel involved in this project, their roles and responsibilities, and their experience in similar past projects. In addition to this summary, resumes should be provided.
  3. Examples of Similar Work Produced or Services Rendered: Include a summary describing at least one (1) relevant past project. These examples should include a summary of each project, and a sample of media.
  4. Appendix/Portfolio: Applicants may provide a portfolio of work via Weblink to highlight the proposer’s past work as it applies to this proposed project. Applicants may also use this section to provide additional information regarding qualifications or methods relevant to this project.
  5. Cost Summary: Include a detailed summary of costs broken down into product and service costs. Also, provide a full and half scope including all other costs pertinent to the elements required for the podcast.

  1. Interested individuals/companies are required to submit one (1) electronic copy of the proposal.
  2. Proposals must be submitted no later than 5:00 p.m. on Friday, November 24, 2023.

Evaluation

All applicants will be evaluated and rated based on their demonstrated capability and experience in providing the scope of service(s) to an organization. A panel will review how closely an applicant’s proposal meets the expectations in the following areas:

The San Juan Bay Estuary Program (Estuario)

The San Juan Bay Estuary Program (Estuario) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary.
