The San Juan Bay Estuary Partnership (Estuario) is seeking qualified applicants for the Estuario Project Coordinator- Juan Méndez Creek position to carry out the reconnaissance study and develop report, manage data, support with coordination with USACE and any other support needed to manage technical aspects for the Juan Mendez Creek Restoration.
The Corporation for the Conservation of the San Juan Bay Estuary is a 501(c)3 non-profit organization that operates the San Juan Bay Estuary Partnership, or Estuario. Established in 1994, we are the only tropical and non-continental location within the National Estuary Program (NEP) under Section 320 of the Clean Water Act. The Estuario operates as a partnership to restore and conserve the waters and associated ecosystems of the San Juan Bay Estuary and its watershed as a sustainable axis of social and economic development. The partnership is a trusted regional science-based organization, supported by engaged stakeholders. Estuario’s work is guided by a master restoration plan known as the Comprehensive Conservation and Management Plan (CCMP) for the San Juan Bay Estuary.
In November 2021, Congress passed the Bipartisan Infrastructure Law (BIL) to invest in the nation’s infrastructure and resilience, with major focus on environmental justice and climate change. Estuario will use BIL funding to restore the Juan Méndez Creek, in the municipality of San Juan through high-impact blue/green infrastructure interventions, achieving medium term restoration of communities affected by this body of water, many of which are environmental justice communities.
The Illicit Discharge Detection and Elimination (IDDE) project helped Estuario identify issues related to the current sewer system that serves the Juan Méndez Community. A reconnaissance study will be conducted to assess the current conditions of the Juan Méndez Creek. This study will help inform the development of a Quality Assurance Project Plan (QAPP) for a remote water quality monitoring system at the Juan Méndez Creek. The QAPP is a document required by the US EPA and serves as a blueprint for monitoring and ensures the integrity of the data collection.
The Estuario Project Coordinator- Juan Méndez Creek will work in collaboration with the Technical Facilitator to support the development of the Juan Mendez Creek Restoration Plan. This contract will be supervised by the Scientific Director.
RESPONSIBILITIES
- Carry out the reconnaissance study of the Juan Méndez Creek.
- Work closely with the IDDE team to integrate the data collected and findings into the reconnaissance study.
- Work closely with the Scientific Director to integrate any data collected from the Estuario’s Water Quality Monitoring program.
- Data management and analysis, which includes uploading any data onto Estuario database, if necessary.
- Develop final report and present results to various stakeholders, including the Juan Méndez Creek Infrastructure Committee.
- Work closely with the Technical Facilitator in the design and implementation of the restoration plan.
- Provide technical support in the design and implementation of the restoration plan as needed.
EDUCATION AND EXPERIENCE
- Bachelor’s degree required in Environmental Sciences, Biology, Ecology, Engineering, or related fields. Experience with surface water hydrology concepts and fieldwork, including water quality monitoring and surface flows, nature-based solutions. Experience with environmental fieldwork including in inclement conditions and following safety protocols. Experience with detailed data management using Excel and Access.
SKILLS AND ABILITIES
- Enjoys working outside and doesn’t mind working in inclement weather conditions. Must be willing to potentially traverse over rough terrain to remote field sites.
- Must be detailed-oriented and able to manage multiple responsibilities.
- Strong oral, written, and graphic communication skills.
- Ability to collect, compile, analyze, and evaluate a complex set of inputs and present the findings and conclusions clearly and effectively.
- Ability to work in a collaborative, team-based environment.
- Ability to prioritize time efficiently, work independently and manage competing priorities.
- Computer literacy in Microsoft Office, cloud-based data access and share software such as Google Drive, and other software such as Adobe, etc. required.
- Provide their own personal computer and transportation.
