ACCOUNTANT—CONTRACT ANNOUNCEMENT

The San Juan Bay Estuary Program (Estuario) is seeking an Accountant Officer to join our highly skilled team.  The ideal candidate performs a variety of tasks related to budget preparation and maintenance of grant budgets. In order to succeed in this position, the candidate must be organized and have excellent time management skills.  

The Estuario is a private non-profit organization that designs, implements, and provides restorative maintenance in order to improve the water quality and ecosystems within its eight municipalities.  Estuario’s mission is to restore and conserve the water quality in the Estuario de la Bahía de San Juan ecosystem as a sustainable hub of social and economic development. Estuario is the only tropical estuary in the National Estuary Program, providing not only environmental and resiliency programs, but also educational and recreational activities that support thriving communities.

The Estuario’s work is guided by the development and implementation of the Comprehensive Conservation and Management Plan (CCMP). In collaboration with local, state, and federal agencies, NGOs, academic, and business leaders, the Estuario works to restore and conserve water quality in the San Juan Bay Estuary ecosystem. The Estuario works to build partnerships and leverage federal funding for regional-scale restoration, water quality improvement, and resilience-building projects.

RESPONSIBILITIES

  • Follows and implements all administrative regulations established by the Terms and Conditions of the federal grants.
  • Carefully follows all regulations established by OMB Circular A-122 and Uniforms Guidance.
  • Prepares all financial and administrative documents ready for single audits as well as state or federal audits.  Keeps all records ready and updated for periodic audits.
  • Maintains financial records updated using programs such as QuickBooks and Excel.
  • Manages and analyzes the budget and advise and meet with the Executive Director regularly to discuss budgetary issues.
  • Files monthly and quarterly forms and reports to IRS, local Treasury Department, Labor Department, “Fondo del Seguro del Estado”, and other government agencies in a timely manner.
  • Submits to the Executive Director monthly financial statements.
  • Effectively communicates with non-fiscal team members and grants coordinators.
  • Develops and coordinates payroll actions.
  • Advises the Executive Director and other administrative staff on new methods and procedures to improve financial management.
  • Assist in the design and implementation of Cost Allocation Plans and Indirect Cost Rates.
  • Drafts EPA reports in coordination with the Executive Director, such as Financial Status Reports and Minority and Women in Business Reports.
  • Assists on the process of submitting annual Grant Application.
  • Reviews contracts to ensure compliance with EPA grant and/or state requirements.
  • Other responsibilities as deem necessary by Executive Director.
  • Preparation of reports required for the different funds.
  • Report required from 401K and annual transfer required to the withholding agent.


QUALIFICATIONS

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Business Administration, Accounting, or related field or equivalent.  Master’s Degree preferred
  • Minimum experience in handling funds


KNOWLEDGE, SKILLS, & ABILITIES

  • Basic knowledge and understanding of the Estuario and its mission
  • Strong experience with fund-based accounting and GAAP rules and regulations surrounding public accounting
  • High degree of adaptability 
  • Provide their own personal computer and transportation.


COMPENSATION

Commensurate with experience.

LANGUAGE REQUIRED:

Fully bilingual in English and Spanish.
