The San Juan Bay Estuary Program (Estuary) is seeking professional services from an individual interested in participating in the development of new public policy aimed at achieving a greater impact on the effective management of waste in the study area. This will involve developing a strategic model that integrates monitoring and incentivizing the implementation of public policy in collaboration with all sectors. This will help to further raise awareness about the connection between waste management, water quality, and public health. We will utilize a water monitoring system as a tool to identify improvements in water quality and correlate changes with the measures implemented through an educational and quantitative process. Simultaneously, we will increase the diversion of used cooking oil in the community, preventing contamination and clogging of water infrastructure.
The Public Policy Coordinator focused on solid waste management and sustainable materials handling will work specifically to address improper waste management and inadequate compliance with public policy. Over the past year, on one of the busiest streets in the Municipality of San Juan, Loíza Street, its surrounding communities (e.g., Machuchal, Condado), along with their visitors and businesses, have been directly impacted by the lack of waste management and improper disposal. This affects the water quality in the area, which is contaminated when the area floods or when people come into contact with the water at San Juan's beaches. The Coordinator will work under the supervision of the Solid Waste Project Coordinator and will collaborate with other members of the Estuary team.
RESPONSIBILITIES
The Public Policy Coordinator focused on solid waste management and sustainable materials management provides analytical support on environmental policy and conducts environmental policy and scientific research on local, state, and international public policy focused on the reduction, reuse, and proper management of solid waste. This contractor will conduct analyses to present written recommendations and the necessary government documentation for the administration. They will also address business challenges through research and the identification of policy management solutions. The Solid Waste Policy Coordinator is expected to contribute directly to the following:
- Improvements in public policies through effective tools and incentives for participating sectors.
- Develop a strategic and replicable model for efficient waste management that integrates reduction, reuse and recycling, empowering communities, supporting the commercial sector and facilitating public management.
- Improvements in water quality and reduction of pollutants throughout the study area.
- Work with the project's community liaison.
REQUIRED CREDENTIALS
- Bachelor's degree in environmental science, public administration or related programs, public policy.
- A master's degree in natural resource management or watersheds, ecology, biology, hydrogeology, environmental policy or a related field is preferred.
- Knowledge of the theory, practices, principles and current technological developments of waste management, watershed science, estuary and restoration.
- General knowledge of laws and permit requirements associated with solid waste, recycling, sustainable materials, and general restoration projects and protected natural areas.
- Ability to establish and maintain professional networks to achieve goals.
- Works well independently and as part of a team, in the field and behind a computer.
- Ability to organize work effectively, determine priorities, establish and monitor schedules, manage multiple projects simultaneously, and complete assigned tasks with minimal supervision.
- Ability to effectively access and use computerized systems and equipment to complete assigned tasks, including; Microsoft Word, Excel, Outlook and PowerPoint; Adobe Acrobat; and other systems/programs as needed.
- Ability to develop and maintain effective working relationships with colleagues, professional peers, the general public, and the ability to work effectively in teams and on individual assignments.
- It adapts easily to dynamic and changing situations.
- Excellent communication skills, proven competence in communicating technical information to the general public, and strong interpersonal skills.
- Excellent ability to synthesize information and analyze data.
- Experience in partnership development, GIS, and negotiation is preferred.
