Strategic Plan for the Estuary (2022-2027)

In 2022, the San Juan Bay Estuary Conservation Corporation began developing its Strategic Plan, which sets out where we are headed as an organization over a period of five years.

As part of the development of the Strategic Plan, the Board of Directors established its vision, which envisions Estuary as a trusted regional organization, grounded in science and supported by committed stakeholders; an entity that acts as a catalyst and facilitator to restore and maintain clean waters that support thriving tropical ecosystems, healthy communities, and a dynamic economy in the San Juan Bay Estuary and its urbanized watershed.

Following an extensive deliberation process, the Board of Directors formulated the following actions to address the challenges and achieve the vision (the numbering does not establish an order of priority):

  1. Action 1: Define and promote Estuary's vision and mission.
  2. Action 2: Act as a regional facilitator to promote the shared goals of restoring and maintaining water quality.
  3. Action 3: Review Estuary's internal capacity to support its role, mission, and vision.
  4. Action 4: Review Estuary's organizational structure to strengthen stakeholder participation and improve shared decision-making.
  5. Action 5: Strengthen and strategically guide communication and community outreach initiatives.
  6. Action 6: Develop environmental objectives and metrics, as well as the corresponding monitoring and reporting tools.
  7. Action 7: Improve financial stability.
