The San Juan Bay Estuary (Estuary) is a private, non-profit organization dedicated to restoring water quality in the San Juan Metropolitan Region. Estuary is seeking a Project Officer for the Citizens Scientists for Coastal Resilience project to coordinate and oversee it. This role will involve planning, directing, completing, and budgeting the project. The Project Officer will also document progress and ensure that key performance indicators are met. The Project Officer must be detail-oriented and possess strong presentation and organizational skills.
The project aims to expand the Estuary's Citizen Scientist Certification project to build capacity in the region for implementing green infrastructure, restoring ecosystems' ability to provide services, and strengthening the resilience of our communities. To this end, the Estuary is adding a new coastal resilience module focused on tropical coastal ecosystems, with an emphasis on coral reefs and mangroves, to the Estuary's Citizen Scientist Certification project. This module is being developed for Citizen Scientists for Coastal Resilience, which certifies individuals as Citizen Scientists in coastal resilience through workshops that combine theoretical instruction with fieldwork. The project also intends to develop a business plan to establish a certified B Corporation to manage infrastructure and ecosystem restoration projects across the island.
RESPONSIBILITIES:
- Complete and maintain all project documentation
- Prepare the project schedule; establish and execute deadlines
- Coordinate internal and external resources, ensuring that projects remain within the defined scope, schedule, and budgets, in collaboration with project staff.
- Analyze project progress to ensure that its objectives and key performance indicators set out in the project agreement are being met, and, where necessary, adjust scope, timelines, and costs to ensure the project team is meeting project requirements.
- Effectively communicate project progress to key stakeholders
- Establish and maintain processes throughout the project lifecycle, set project quality and performance standards, and assess and manage risk within and across multiple projects
- Structure and maintain integrated performance databases for multiple digital, print, social, broadcast, and experiential products, with a focus on overall project progress.
- Report project results and/or risks to the appropriate management channels as needed, escalating relevant situations according to the project work plans.
REQUIRED QUALIFICATIONS:
- Bachelor's degree in Business Administration, Engineering, Environmental Management or equivalent field.
- Excellent ability to synthesize information and analyze data
- Previous experience in the successful management, planning, execution and monitoring of financial results of projects
- Experience working in interdisciplinary teams and independently
- Experience working in the San Juan Bay estuary or with partners in the region is preferred.
- Ability to access and effectively use computerized systems and equipment to complete assigned tasks, including Microsoft Word, Excel, Outlook, and PowerPoint; Adobe Acrobat; and other systems/programs as needed
- Own transport and computer

San Juan Bay Estuary
The San Juan Bay Estuary (SBSJ) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA) and administered nationally by the U.S. Environmental Protection Agency (EPA). Its mission is to improve the water quality of the San Juan Bay Estuary. According to Section 320 of the CWA, each of the 28 entities affiliated with the NEP must submit a Comprehensive Conservation and Management Plan (CCMP) to the EPA Administrator to guide restoration efforts for coastal ecosystems most important to the nation's economy. The primary responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with community, state, local, and federal governments, as well as academia.
