Contract Announcement: Public Policy Analyst

The San Juan Bay Estuary Program (Estuario) is a private non-profit organization in charge of restoring the quality of the waters in the San Juan Metropolitan Region. The Estuario is seeking a public policy analyst to be part of the development of public policy that achieves a greater impact on the effective management of natural resources throughout the Estuario. The Estuario public policy analyst will work on the general public policy issues within the estuarine basin. This will include analysis of public policies according to the Comprehensive Conservation and Management Plan for the San Juan Bay Estuary. They will also evaluate the implementation of the Management Plan for the Laguna del Condado Estuarine Nature Reserve and the co-management of the Reserve. Through conducting technical analysis, they will develop new public policy recommendations focused on sustainable materials and solid waste management in a specific area of ​​the Estuary.

The Estuario public policy analyst will provide analytical support in environmental policy, conduct research on environmental, scientific and technological policies. They will analyze and present written recommendations to support the environmental policy management of the metropolitan region. In addition, they will develop a strategic model that integrates monitoring and incentivizing the implementation of public policy focused on solid waste management in collaboration with all sectors. This will help continue to increase awareness of the connection between waste management, water quality, green infrastructure, and public health.

RESPONSIBILITIES 

  • Evaluation and drafting of public policy measures related to protected natural areas.
  • Review and monitoring of the implementation of the Management Plan for the Laguna del Condado Estuarine Nature Reserve and its co-management
  • Review and support of municipal, state and international public policy focused on the reduction, reuse and correct management of solid waste.
  • Improvements in public policies through tools and effective incentives for the participating sectors.
  • Develop a multisectoral and replicable model for efficient waste management that integrates reduction, reuse and recycling, empowering communities, supporting the commercial sector and facilitating public management.
  • Develop technical reports related to the direction of public policy around the challenges faced by the Estuary.
  • Present written recommendations and government documentation necessary for the administration. They will also address business challenges through research and identification of policy management solutions.
  • Experience working on interdisciplinary teams as well as independently

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in environmental sciences, public policy, public administration or related programs.
  • Master’s degree in watershed or natural resource management, ecology, biology, hydrogeology, environmental policy, or a related field is preferred.
  • Experience participating in teams to draft policy measures related to protected natural areas.
  • Knowledge of the theory, practices, principles and current technological developments of waste management, watershed science, estuary, among others.
  • General knowledge of laws and permit requirements associated with solid waste, recycling, sustainable materials and general restoration projects and protected natural areas.
  • Experience in managing complex or multiple projects, including financial management and coordinating the work of other professionals.
  • Ability to establish and maintain professional networks to achieve goals.
  • Work well independently and as part of a team, in the field and behind a computer.
  • Ability to organize work effectively, determine priorities, set and monitor schedules, manage multiple projects simultaneously, and complete assigned tasks with minimal supervision.
  • Ability to access and effectively use computerized systems and equipment to complete assigned tasks, including; Microsoft Word, Excel, Outlook and PowerPoint; Adobe Acrobat; and other systems / programs as required.
  • Ability to develop and maintain effective working relationships with co-workers, professional peers, the general public and the ability to work effectively in teams and on individual assignments.
  • Easily adapts to dynamic and changing situations.
  • Excellent communication skills, demonstrated competence in communicating technical information to the general public, and strong interpersonal skills.
  • Excellent ability to synthesize information, analyze data.

LANGUAGE REQUIRED

  • Fully bilingual in English and Spanish.

THE SAN JUAN BAY ESTUARY PROGRAM

The San Juan Bay Estuary Program (SJBEP) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
