MOBILE APPLICATION

Request for Proposal

The San Juan Bay Estuary Program and its not-for-profit organization, the Corporation for the Conservation of the San Juan Bay Estuary, requests proposals from qualified firms and individuals to develop and integrate a new feature to the existing Estuario mobile application platform—developed for reporting illegal wastewater discharges incidents. The new feature, the Urban Forest Network, will allow the user to receive information about upcoming activities, record/report forest information and promote usage of the Urban Forest Network through the app. 

Urban forests are ecosystems composed mainly of trees and other vegetation within an urbanized area. They are a key system of the urban green infrastructure, since they provide cities with environmental, economic, and social values & services. The Urban Forest Network was created by The San Juan Bay Estuary Program to strengthen, promote and engage the urban forests within the watershed.  As such, the Urban Forest Network will soon have a physical passport to promote the use of the four network forests.  

Specific Scope of Work

The selected company or individual will incorporate the Urban Forest Network and its Passport to the existing mobile application platform. The Passport holds updated information of every forest in the network and will be used to record visits. The mobile app should allow the users–at least–to input and/or select from the following functions:

  • Incorporation of an option screen that gives access to the UFN Passport and the current wastewater discharge reporting option. 
  • Incorporation of an announcement screen that will inform the user of future events
  • Incorporation of an option that will allow the user to report detailed information regarding:
  • UFN Flora (species identification, numbers, height, diameter, gps coordinates, and photos) 
  • UFN Fauna (species dentification, quantity, gps coordinates, photos and time of recording)
  • Create a user-friendly activity screen that serves to promote the usage of the urban forests application through games, trivia or coloring
  • Any additional work necessary to fully integrate both features within the Estuario App.

THE SAN JUAN BAY ESTUARY PROGRAM

The San Juan Bay Estuary Program (SJBEP) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
