AUDIT & TAX SERVICES CONTRACT ANNOUNCEMENT

The San Juan Bay Estuary Program (SJBEP) is seeking interested certified public accountants that have experience in providing audit and tax services to nonprofit organizations. The San Juan Bay Estuary Program is a 501(c)3 nonprofit corporation under the Corporation for the Conservation of the San Juan Bay Estuary Program (CCSJBE) that designs, implements and tracks restoration actions to improve water quality and associated ecosystems within the San Juan Bay Estuary system and its basin. The CCSJBE receives both federal and private funding.

The service provider will conduct an audit for the period between October 1, 2022 to September 30, 2023 of financial statements of the CCSJBE for this period. They will provide the statement of financial positions as of September 30, 2023, and related statements of activities, functional expenses, cash flows for the period, and the related notes to the financial statements. The audit must be performed in accordance with the federal Office of Management and Budget (OMB) requirements, the Single Audit Act, Government Auditing Standards (GAS), also known as Yellow Book, Generally Accepted Auditing Standards (GAAS), and applicable federal or state laws and regulations.

The following supplementary information accompanying the financial statements will be subjected to the auditing procedures applied in their audit of the financial statements and certain additional procedures, including comparing and reconciling such information directly to the underlying accounting and other records used to prepare the financial statements or to the financial statements themselves, in accordance with auditing standards generally accepted in the United States of America. The service provider will provide an opinion in relation to the financial statements as a whole, in a report combined with their auditor’s report on the financial statements; the Schedule of expenditures of federal awards. 

The service provider should be available to begin November 1, 2023.

RESPONSIBILITIES

  • Audit the financial statements of SJBEP, which includes the statement of financial position covering the period October 2022 to September 2023, the related statements of activities, functional expenses, and cash flows for the period then ended, and the related notes to the financial statements. 
  • Prepare statements and single audit to submit them to Federal Clearing House by the deadline.
  • Prepare the Organization’s federal and state information returns for the period ended September 30, 2023 based on information provided including the 990 Form. 
  • Submit copies of the reports to the CCSJBE. 
  • Follow all OMB compliance requirements for a single audit.
  • Test accounting mechanisms and perform audit in accordance with generally accepted auditing standards for nonprofit organizations and as contractually required by funding sources.

QUALIFICATIONS

  • Bachelor’s degree in accounting, or related fields.
  • Comply with Peer Review Board of the American Institute of Certified Public Accountants (AICPA).
  • Certified Public Accountant license.
  • Extensive experience in providing auditing and tax services for nonprofit organizations, in particular to similar programs funded by federal and private grants.
  • Demonstrate knowledge of compliance requirements under the OMB, the Single Audit Act, GAS, GAAS, and all applicable federal or state laws and regulations.
  • Proactive and independent worker with excellent attention to detail.
  • Ability to manage time effectively and comply with deadlines.
  • Provide their own personal computer and transportation.
  • Certified MBE/WBE (minority and women-owned business enterprise) and other certified minorities and small businesses are encouraged to apply.
  • Registration in System for Award Management (sam.gov) to verify exclusion record for ensuring individual or entity is not listed as a suspended or debarred party.

THE SAN JUAN BAY ESTUARY PROGRAM

The San Juan Bay Estuary Program (SJBEP) is part of the National Estuary Program (NEP), created under Section 320 of the Clean Water Act (CWA), and managed nationally by the United States Environmental Protection Agency (USEPA). Its mission is to improve the water quality of the San Juan Bay Estuary. Per Section 320 of the CWA, each of the 28 entities affiliated to the NEP must submit to EPA Administrator a Comprehensive Conservation and Management Plan (CCMP) to guide the restoration efforts of the most important coastal ecosystems for the economy of the Nation. The main responsibility of each organization under the NEP is to coordinate and measure the implementation of the plan in partnership with the community, state, local, and federal governments and the Academia.
