Community protocol for submitting complaints and reporting environmental violations

Please obtain the following documentation

    1. The place of the scene (street, sector, municipality, etc.) 
    2. Date the events occurred (If possible, include the time) 
    3. Name of the complainant 
    4. Contact (Telephone, email) 
    5. Take photographs from different angles (For example: from the street sign of the affected street, the area affected by flooding or illegal dumping, etc.) 
    6. Take the coordinates using your cell phone, a GPS or Google Earth
    7. Select the type of incident according to the following options
      • Discharge of contaminated water 
      • Objectionable-strong odors 
      • Tree felling and/or pruning 
      • Filling in a forest 
      • Filling in a ravine 
      • Drilling holes in the ground 
      • Moving earth from one place to another using machinery 
      • Dead fish and/or other organisms 
      • Covering the vegetation 
      • Heavy machinery in the wetland 
      • Suspicious construction 
      • Others (illegal dumps, among others) 
    8. Give a brief description of the incident. (For example: Broken tube that was fixed last month but the tube broke again. If there are any previous complaints about this case, please include their numbers in the description. Include whether any other government agencies or news outlets have been alerted, and if any community groups are following up on the matter or if any other neighbors have reported it (if that group or person has the date they made the report and the complaint number, please indicate this). 

Report the situation to the relevant authorities.

  1. Submit the complaint to Department of Natural and Environmental Resources completing the form to channel complaints in http://www.drna.pr.gov/querellas/querellas-quejas/ o Calling the Ranger Corps Units at the following numbers: (787) 724-5700 | (787) 771-1124 | (787) 230-5550.   2. Report the environmental violation to the Environmental Protection Agency (EPA, for its acronym in English), National Response Center by completing the form at: https://www.epa.gov/enforcement/denuncie-violaciones-ambientales  and by calling 1-800-424-8802.
  3. Sanitary Infrastructure - Water and Sewer Authority (AAA) - Complaints (787) 620-2482 
  4. For breakdowns or discharges to stormwater infrastructure, according to the municipality where you reside
