The San Juan Bay Estuary Program and its not-for profit organization, the Corporation for the Conservation of the San Juan Bay Estuary requests proposals from qualified firms and individuals to develop a mobile devices application (also known as mobile apps for smartphones and tablets) to document and report on-site, incidents of illicit discharges (e.g., sanitary discharges, oil/grease) into Puerto Rico’s waters.

General Scope of Work

The general scope of work is to develop a mobile apps that allow the general public to document, and report on-site, incidents of illicit discharges (e.g., sanitary discharges, oil/grease) into Puerto Rico’s waters using their personal mobile devices. The mobile apps should allow the users - at least – for the input and/or selection of the following functions: 

  • Discharge Position Coordinates (automatic)
  • Discharge Photos
  • Color of the water
  • Detection of Objectionable Odors
  • Presence of Floating Solids
  • Presence of Foams/Soaps
  • Presence of Oil & Grease
  • Estimated Discharge Flow (Descriptive: low, medium, high, etc.)
  • Presence of Personal Hygiene/Biomedical products
  • General Notes/others environmental incidents
  • Name of the Reporter:
  • Date (Automatic)
  • Time (Automatic)

Informative Meeting

An Informative Meeting will be held on March 2, 2018 from 11:00 a.m. to 12:00 p.m. in the San Juan Bay Estuary Program Center, San Francisco Street # 265, Old San Juan.  The Informative Meeting is mandatory for the Proposal to be accepted.  It will be the only opportunity to directly discuss and clarify with the Program’s staff any questions potential Contractors may have regarding this RFP.
